Liddell Street Charlotte, NC 28206 Subject: Industrial Facility Inspection Charlotte Intermodal Services, Inc. Dear Mr. Motsinger: 2145 Suttle Avenue Charlotte, NC 28208-5237 On October 8, 2019, Julianna Hawley of Charlotte -Mecklenburg Storm Water Services (CMSWS) conducted an inspection of the above referenced facility as a requirement of the City of Charlotte's NPDES Permit, NCS000240, Part II, Section H. Inspection authority is granted by Charlotte City Code Chapter 18, Article III, Section 18-82. At the time of inspection, the facility was observed to be in compliance with the City of Charlotte Storm Water Pollution Control Ordinance. The inspection was also conducted as part of a cooperative working agreement between Mecklenburg County and the North Carolina Department of Environmental Quality (NCDEQ) — Division of Energy, Mineral and Land Resources (DEMLR). Norfolk Southern Operations leases the property and operates with the assistance of three contractors. Charlotte Intermodal Services, Inc. is a transportation facility that loads and unloads rail car freight and maintains intermodal equipment. File Review/History: Charlotte Mecklenburg Storm Water Services (CMSWS) previously inspected the facility on October 7, 2015. CMSWS issued an NOV for an illicit discharge from the oil/water separator into the storm drain system. Inspection Summary: The facility was observed to be in compliance with the City of Charlotte Storm Water Pollution Control Ordinance. However, several recommendations have been provided. Please see the inspection for comments and recommendations. Site Inspection Deficiency Comments Stormwater system (catch basins, No Stormwater conveys through the site into a series of catch inlets, outfalls, etc.) basins, which discharge to one outfall. Structural stormwater BMPs No The site has low-lying areas that serve as dry detention basins. No stormwater pollution issues were observed. Above ground storage tank(s), and Recommendation The facility has several aboveground storage tanks (ASTs) any associated venting — list size and including one 3,000-gal diesel fuel, one 500-gal and one contents 350-gal gasoline, several 300-gal (waste oil, transmission fluid, antifreeze, motor oil), and one 500-gal hydraulic oil ASTs. Staining was observed on the maintenance pad near the ASTs. Hepaco was contracted to remediate the area immediately after the inspection. CMSWS recommends that all spills be promptly cleaned and absorbent material be disposed of properly. Underground storage tank(s) - fill port N/A area; list tank sizes & contents Outdoor material storage area(s) No Intermodal containers, chassis, and other related materials are stored outdoors. Cranes also operate outdoors. No stormwater pollution issues were observed. According to facility personnel, the staining was caused by Hostlers dripping on the asphalt and concrete. Hepaco was contracted to remediate the area immediately after the inspection. CMSWS recommends ensuring that all vehicles and equipment are maintained properly and spills are cleaned up immediately to prevent stormwater pollution issues. Vehicle/equipment area(s) - fueling, Recommendation Vehicles and equipment are not washed onsite, but they are washing, storage, etc. maintained and fueled onsite. Staining was observed near the maintenance area and fueling area. Please refer to the "Above ground storage tank(s)" section of this report for comments and recommendations. Locomotives are also fueled onsite. The facility uses track mats to prevent stormwater pollution. No stormwater issues were observed near the tracks. Oil/water separator and/or Recommendation The stormwater from the maintenance pad conveys to the pretreatment oil/water separator. The oil/water separator is serviced by Hepaco or HazMat. Staining was observed on and near the maintenance pad. Please refer to the "Above ground storage tank(s)" section of this report for comments and recommendations. Waste storage/disposal area - Recommendation The facility has two municipal waste containers onsite. Both dumpsters, scrap metal bins, etc. containers had their rain flaps closed. However, both containers had waste overflowing and on the ground. CMSWS recommends that trash be placed in the container and containers be emptied when they are full to prevent stormwater pollution issues. Food service area(s) N/A Indoor material storage area(s) No Spare maintenance parts are stored in the maintenance shop and in storage containers. No stormwater pollution issues were observed. Indoor processing area(s) N/A Floor drains N/A No floor drains were observed during this inspection. Spill response equipment No Spill kits were observed at several locations including at the fueling area, in the maintenance building, and next to the maintenance storage containers. According to facility personnel, monitoring will be conducted for the second half of 2019.
