Hunt, Jr., Governor Wayne McDevitt, Secretary A. Preston Howard, Jr., P.E., Director k11?WA 10 on% NCDENR NORTH CAROLINA DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES February 17, 1998 Guilford County WQC 401 Project # 980060 APPROVAL of 401 Water Quality Certification Mr. Andy Stankwytch Equipment Manager Unicon Concrete PO Box 1835 Salisbury NC 28687 Dear Mr. Stankwytch: You have our approval, in accordance with the attached conditions, to culvert in 138 linear feet of waters for the purpose of managing on-site stormwater, as you described in your application dated January 20, 1998. After reviewing your application, we have decided that this fill is covered by General Water Quality Certification Number 3108. This Certification allows you to use Nationwide Permit Number 26 when the Corps of Engineers issues it. In addition, you should get any other federal, state or local permits before you go ahead with your project including (but not limited to) Sediment and Erosion Control, Coastal Stormwater, Non-Discharge and Water Supply Watershed regulations. Also this approval will expire when the accompanying 404 or CAMA permit expires unless otherwise specified in the General Certification. This approval is only valid for the purpose and design that you described in your application. If you change your project, you must notify us and you may be required to send us a new application. If total wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required as described in 15A NCAC 2H .0506 (h). For this approval to be valid, you must follow the conditions listed in the attached certification. If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You must act within 60 days of the date that you receive this letter. To ask for a hearing, send a written petition which conforms to Chapter 150B of the North Carolina General Statutes to the Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This certification and its conditions are final and binding unless you ask for a hearing. This letter completes the review of the Division of Water Quality under Section 401 of the Clean Water Act. If you have any questions, please telephone John Dorsey at 919-733-1786. Umcon Concrete proposes to install l.)b foct of 42: Inch pipe Into an unnamed tributary of Richland Creek for.:tormwater diversion from concrete process rinse water. The diversion of stormwater will allow the concrete process rinse water to be captured and recycled as concrete batch makeup water. An on-site investigation of the unnamed tributary was conducted on 17 February 1998. The tributary was lucatad In a heavily developed area and has already been extensively ehannelized and piped. The addition of the pipe and separation of concrete process rinse water trom stormwater will probably improve water quality in the unnamed tributary. We have no objections to the subject document. To Whom It May Concern: We have proposed to improve our stormwater drainage at our High Point, North Carolina site (please see attached maps, drawings and application) by the installation of a 42" stormwater drain pipe, of approximately 138 feet in length, along an existing small stream bed. This line, plus the installation of stormwater berms (to control the drainage in our truck washing area), and the installation of a process wash water reuse system will allow us to segregate the process wash water from future stormwater discharge, to reuse the process wash water, and not diminish the quality of the stormwater discharge. The US Corps of Engineers has already reviewed our application, and has approved it. However, as part of the State of North Carolina review process, you need to be informed of our plans, and have the opportunity to review same. We have included our complete application, including maps, sketches and application form for your review. Jones Street Raleigh, NC 27601 Re: Stormwater Drainage Improvement. To Whom It May Concern: We have proposed to improve our stormwater drainage at our High Point, North Carolina site (please see attached maps, drawings and application) by the installation of a 42" stormwater drain pipe, of approximately 133 feet in length, along an existing small stream bed. We hope your review will be completed within two weeks of receipt of this letter, as we would like to complete our stormwater drainage improvement project as soon as possible.
