CONSISTENCY DETERMINATION
Proposed Action: The rehabilitation and replacement of pump
facilities at the Farm Area-1 pump station and
the installation of a new pump station between
Farm Area-2 and Moist-soil Impoundment-9 on
the Mattamuskeet National Wildlife Refuge,
Swan Quarter, NC .
Proponent: U. S. Fish & Wildlife Service, Mattamuskeet

I. PROJECT DESCRIPTION
The Farm Area Pump Project is needed to improve water level
management capabilities at three impoundments located on the east
end of Mattamuskeet National Wildlife Refuge. The project will
enhance the conservation and management of migratory birds and
other wildlife in the area through the use of two strategically
located pump stations which will enable refuge personnel to
manipulate water levels in three impoundments. The pumps will also
be used to dewater the farm areas during the growing season to
allow cooperative farmers access to their crops. The project
involves two pump station work sites: the Farm Area-1 (FA-1) pump
station and the combined Moist-soil Impoundment=9 (MI-9)/Farm Area-
2 (FA-2) pump station (see maps).
FA-1 Pump Station:
After installation of two temporary coffer dams, the existing pump
shed and two low-lift pumps will be removed from the site. The two
existing pumps at the site are in need of-major rehabilitation.
The 30" low-lift pump will be reconditioned and the 18" low lift
pump will be salvaged. Steel sheet piling bulkheads will be placed
approximately two feet out from existing bulkheads on the intake
and outlet sides of the station. The two foot gap between the
walls will be filled with earth fill from an upland source. An
outlet pipe with a stainless steel flapgate and the reconditioned
30" low-lift pump will be installed in the bulkhead. A concrete pad
will be poured to support the pump shed, power unit and fuel
storage tank. A new pump shed will be constructed to house the
power unit and fuel storage tank. The temporary coffer dams will
be removed upon completion of the project.
MI-9/FA-2 Pump Station:
A new pump station will be constructed at this site. A temporary
coffer dam will be constructed to facilitate excavation activities.
The area for the placement of the pipe/pump and bulkheads will be
excavated using a backhoe or clamshell. A new bulkhead and
wingwalls constructed of steel sheet piling will be driven into
place with a crane/pile driver. A new 24" low-lift pump will be
fabricated and placed in the new bulkhead. A pump shed will be

constructed as above for the power unit and fuel storage tank. The
temporary coffer dam will be removed upon completion of the
project.
II. CONSISTENCY DETERMINATION
In accordance with Federal Consistency requirements of Section 307
of the Coastal Zone Management Act of 1972, as amended, the project
has been reviewed for consistency with the North Carolina Coastal
Management Program (NCCMP). Based upon this review it has been
determined that the project is consistent with that program. The
following information is being submitted to support that
determination.
A. Areas of Environmental Concern (AECs):
This project will not take place in an Area of Environmental
Concern as defined by the North Carolina Coastal Management
Program.
B. Land Use Plan:
The project site is entirely within Hyde County. Local land
classification maps designate the project site as conservation
lands. The project is expected to be consistent with local
land management objectives.
III CONCLUSION
The Farm Area Pump Project located on the Mattamuskeet NWR in Hyde
County, North Carolina has been reviewed for consistency with the
N.C. Coastal Management Program. Based upon this review it has
been determined that the project is consistent with the N.C.
Coastal Management Program.
