NARRATIVE DESCRIPTION: Olde Town is a low density residential development located north of the Trent River in Craven County. The project site is a peninsula shaped tract located on Olde Town Lake. The 1+ acre lot averages 9' in elevation, and is stabilized by a bulkhead. There is an existing residence, boathouse and gazebo on the property. The development is serviced by municipal water and sewer. The lot is vegetated with typical landscaping shrubs and grasses. The City of New Bern Land Use Plan classifies the area as Limited Transition, with all areas within a CAMA Area of Environmental Concern classified Conservation. Olde Town Lake is not a designated Primary Nursery Area. The bottom is sandy, with emergent stumps. The lake was artificially created in the early 1970's. The Trent River and Olde Town Lake carry a water quality classification of SB sw, Nutrient Sensitive Waters. There is no shellfish resource. At the project site, the lake is approximately 160' across. The applicant is proposing to construct a 24' x 6' pier, connecting to a 48' x 8' T-head, with 3 mooring piles 20' from the T-Head. The water depth at the project terminus is - 6.5' at normal water level. The project will be 50' from the riparian corridor on the west side and in excess of 200' from the riparian corridor on the east side. The project is intended to moor a 44' vessel. The project requires a major CAMA permit because it is the third water access structure on the lot. There is a ± 432 square foot boathouse on the east side of the property and a short pier to a 225 square foot gazebo about midway through the lot. The proposed is intended for the west side of the property. The applicant has addressed modifying or extending the existing structures to serve the purpose of the proposed dock. The extension of the boathouse would yield water depths of -2' to -3' normal water level. The applicant feels that extending the gazebo would present a hazard to navigation because it is the location of the turning basin to the westernmost portion of the lake. However, the water body at this point on the lake is approximately 1200' across and approximately 800' wide. 10. ANTICIPATED IMPACTS: The project as proposed will incorporate approximately 1488 sq. ft. of public trust area. The total public trust incorporation on this site of the gazebo, t-head, and boathouse, as addressed in T15A .07H.0208 (b)(6) would be 1041 square feet, after construction of the proposed dock. Short term turbidity impacts can be expected during construction. The applicant has indicated a willingness to remove the middle pier and gazebo if necessary. February 03, 1998 T.
