Facility Overview:
Carolina Yarn Processors applies conventional water treatment technology to non -process
contact wastewater. Facility discharges to surface waters for 6 hours max twice per year (Outfall
001), 4 hours once per year or as needed (Outfall 002), and on average 4 hours monthly or as
needed (Outfall 003). Total discharge averages 3,528 gal/month (Combined Outfalls 001, 002,
003).
Compliance History:
• Enforcement case in 2015 regarding TSS limit violations
• Multiple NOVs from 2013-2018, all for TSS limit violations.
Reasonable Potential Analysis (RPA) — Renewal Summary:
• Permit application does not state if Iron sulfate or ferrous sulfate has the potential to be
discharged. An RPA for Outfall 003 was performed using the old freshwater standard
of 1 mg/L for Iron. Per the 2007-2014 Triennial Review, Iron no longer has a WQS and
as only four values exceeded 1 mg/L out of the past 4 '/2 years of Iron DMR data, the
permit writer has removed monitoring for Iron from the effluent table.
• Outfalls 001 & 002 discharged yearly. The Iron values for these two outfalls have not
exceeded the old freshwater standard of 1 mg/L and Iron no longer has a recommended
limit, therefore the permit writer has removed Iron from the effluent table, per 2007-
2014 Triennial Review.
• Per "Assistance with BPJ on WTP renewals" 2012 Memo, Aluminum does not require
an RPA. Renewal application states Aluminum chloride (polymer) is added in Primary
Basin and has potential to be discharged from all three outfalls. Therefore, Aluminum
monitoring will stay in renewal permit with the same monitoring frequency as the
previous permit renewal.
Changes from previous permit to draft:
• Added regulatory citations
• Added facility grade.
• Updated receiving stream information. Previously known as UT to N Pacolet River, but
has been updated to Little Creek and confirmed with ARO.
• Updated eDMR language in Footnote 1 in Section A. (1).
• Removed Iron parameter in A. (1) Effluent table for Outfalls 001 & 002 and in A. (2)
Effluent table for Outfall 003. Iron does not have a recommended limit and was
monitoring only in previous permit. All reported values in previous four and a half years
are < 1 mg/L for Outfalls 001 & 002, and only four values exceeded 1 mg/L for Outfall
003.

Primary Sedimentation Basin
Water from our pond is channeled to the Primary Basin (145,000-gallon capacity) where
polymer and caustic are added to clear turbidity and control PH.
Sand Filter Beds
Sediment and solids build up in the Primary Basin which requires emptying and cleaning basin
no more than twice annually. Contents are washed to a flow equalization chamber and then piped
to the Sand Beds. Sediment is filtered as water passes through the sand and then the water is
discharged to the stream. Outfall #001
Secondary Sedimentation Basin
Water from the Primary Basin is piped to the Secondary Basin (92,000-gallon capacity) where
remaining turbidity settles. As sediment builds up, the basin is cleaned and discharged to the
stream annually. Outfall #002
Filtration System
Water from the Secondary Basin is piped to Filter Tanks (8,000-gallon capacity) and then piped
into the plant for use in yarn and fabric dyeing equipment. The filters are backwashed and
discharged to the stream as needed. Outfall #003

By the time the diluted solution goes through the system and the sand beds, the amount that

Dear Mr. Thedford:
Regarding management of our sludge or solids, sedimentation from the primary
sedimentation basin is discharged to the sand beds. Solids are separated as the
water passes through the sand beds before being discharged to the stream.
On -site storage occurs before the solids are loaded and disposed of at the county
landfill. The primary basin requires being emptied and cleaned a maximum of
twice per year. Sedimentation may be discharged many times to the sand beds
before disposal is required.
