PROJECT SUMMARY: The applicant proposes to construct pier, with terminal platform, and
floating dock with finger piers for four (4) boat slips.

9. PROJECT DESCRIPTION
The project site is located at 315 Trails End Road, adjacent to Whisky Creek, in New Hanover
County. The property is approximately 100 feet wide and 743-774 feet in depth, from Trails End
Road to Whiskey Creek. The 1.8 acre lot is wooded, with an average elevation of 18 feet above
mean sea level. The underbrush on the lot has been mowed and a dirt access road has been
cleared, roughly through the center of the property. Adjacent to the creek (north side), the
elevation drops sharply to the water. There is a small area of Smooth Cordgrass (Spartina
altmniflora) in the northwest corner of the site, but, the remainder of the property's shoreline is
void of any marsh border.
The waters of Whiskey Creek are classified as SA, by the NC Division of Water Quality. These
waters are closed to the harvest of shellfish. The NC Division of Marine Fisheries has designated
Whiskey Creek as a Primary Nursery Area (PNA). The creek is approximately 450 feet wide in
the project area.
The applicant proposes to construct a pier, with an L-shaped terminal platform and floating docks
and finger piers for four (4) boat slips. The applicant has no proposed plan for the upland
development at this time, but feels that the addition of a pier would enhance the property's value.
The proposed pier would be 118 feet long and 6 feet wide, with a L-shaped platform, 12 feet by
12 feet, at it's waterward end. A floating dock, 48 feet long and 6 feet wide ovould be located,
parallel to the creek, on the west side of the platform. Waterward of the floating dock would be
three (3) finger piers, 20 feet long and 3 feet wide, and two (2) mooring pilings, equally spaced
to create four (4) boat slips.
10. ANTICIPATED IMPACTS
Potential impacts that would be associated with future development of the highground area cannot
be assessed at this time. The proposed structure would incorporate 1104 square feet of estuarine
waters and public trust area. There would be some initial turbidity associated with the jetting of
pilings and pier construction.

Recommendations for State Permit - Manassas, Inc./Trails End Rd. Pier
The applicant's contractor originally obtained a CAMA General Permit to build a private pier (11016841).
There were' complaints from adjacent property owners, but the project met GP conditions provided it was
for private individual use. Subsequently, we received a telephone call from a woman who was a friend
of an area resident that stated she had been in contact with a Real Estate Company and discussed
purchasing one of the future lots of the tract. At this point, DCM staff stopped work on the project and
met with the applicant. Mr. Epstein stated that there was no current plan for development of the property,
but that there had been a number of unsolicited inquiries made about the property. He also conceded that
potentially the property could be developed or sold and subsequently developed for community use at
some point in the future. The proposed pier was upgraded to the CAMA Major Permit process at this
time.
I have no objection to the proposed project, as the proposed structure appears consistent with our
regulations. The pier would effectively prevent the adjacent property owner (Hewlett) to the east from
constructing a pier, as the existing pier on the next property appears to cross that narrow riparian
corridor. The adjacent property width is only 25 feet. Further investigation of the existing pier is
pending.

There were complaints from adjacent property owners, but the project met GP conditions provided it was
for private individual use. Subsequently, we received a telephone call from a woman who was a friend
of an area resident that stated she had been in contact with a Real Estate Company and discussed
purchasing one of the future lots of the tract. At this point, DCM staff stopped work on the project and
met with the applicant. Mr. Epstein stated that there was no current plan for development of the property,
but that there had been a number of unsolicited inquiries made about the property. He also conceded that
potentially the property could be developed or sold and subsequently developed for community use at
some point in the future. The proposed pier was upgraded to the CAMA Major Permit process at this
time.
I have no objection to the proposed project, as the proposed structure appears consistent with our
regulations. The pier would effectively prevent the adjacent property owner (Hewlett) to the east from
constructing a pier, as the existing pier on the next property appears to cross that narrow riparian
corridor. The adjacent property width is only 25 feet. Further investigation of the existing pier is
pending.
