RE: Compliance Inspection Report — La Grange WWTP — NPDES WW Permit No. NCO021644
Mr. White:
In response to the finding that the flow in conduit or thru treatment plant exceeds .750 MGD permitted
capacity as noted in the December 12, 2018 Compliance Inspection Report, the Town of La Grange
formally responds with the following:
1. The Town has recorded record rainfall for calendar year 2018, to date in excess of 80" of rain,
nearly 38" of which occurred in the weeks before and during Hurricane Florence.
2. The Town of La Grange has retained the services of Black and Veatch to conduct an extensive
study of the Town's sanitary sewer system in an effort to determine sources of infiltration and
inflow.
3. The Town has submitted a Preliminary Engineering Report and Environmental Report to USDA
Rural Development to seek grant/loan funding to make point source repairs, line or manhole
replacements based on the final study results of the Town's Sanitary Sewer System. The Town
Council has authorized the Town Manager to seek a minimum of $4,000,000-$7,000,000 in
funding to address the infiltration and inflow issues. It is anticipated that the Town will receive
formal funding dpterminatinn in Aori! 2019. If approved. we will move as expeditiously as
possible to eliminate as many of the infiltration and inflow issues as are identified that the
funding will allow.
4. The Town is also in the process of completing approximately $200,000 worth of point source
and manhole replacements to address the worst know infiltration and inflow issues that were
identified in a previous study.
5. The Town has also taken steps to help alleviate/reduce the likelihood that a lift station that
floods during excessive rains will no longer flood.
The Town is working diligently to correct these issues that we can; however, the excessive rainfall in
2018, particularly in recent months, has made this year particularly tough and have dramatically
increased flow thru the plant, and is hopeful that rainfall amounts will return to normal levels soon.
