Not sure if they mean the area immediately adjacent to the stream up to top of bank, or if they have a set distance from the creek (i.e. 25ft, etc.). I'm hoping they might be ok with plastic mesh as long as it is separated by silt fence from the stream, as it was on Bridge 46-48. But, it was pretty close to the stream.... I believe the use of plastic mesh is more of a concern to WRC per attached letter Condition 4. Not sure what the Corps position is.
