Hey ... so with the amount of wetland fill associated with this project (0.21 acre) I would not authorize under a NWP 3, as
it is more than what is considered a minor deviation, and they are also proposing bank stabilization. So NWP 14 is
appropriate.
Also, we consider mechanized land clearing a permanent impact. Currently, they are proposing 0.34 acre of hand
clearing, so that would push them over the NWP threshold of 0.5 acre if all of the area labeled as HC was then changed
to MC. I would have to do an individual permit ... so, maybe not?
Can you tell what the width of the fill is on the plans? If they can get the MC to under 0.5 acre we could still process as a
NWP 14, but they will have to revise the mitigation request for 0.5 acres instead of 0.21.

Liz,
OK, So in Division 3 they do not allow hand clearing adjacent to Fill. They usually show a 5' Mechanized clearing zone for
fill less than 10' and a 10' MC area for fill greater than 10'. So do we need to do that here.
I think it's a great idea as it allows for them an area to do the work on the slopes and maintain them and the 'occasional'
sediment loss.

I just want you to double check the stream form that you sent in for this project. The form for 'SA" says bridge 14 and
this is bridge 25. Should that be BR-0014? I just want to make sure the stream form is for the correct site.
