Furthermore, insufficient evidence is present in our files to conclude that your project must be built as planned in waters and/or wetlands in accordance with 15A NCAC 2H .0506. Therefore, unless modifications of the proposal are made as described below, we will have to move toward denial of your 401 Certification as required by 15A NCAC 2H .0507(e) and will place this project on hold as incomplete until we receive this additional information. Until we receive additional information, we are requesting (by copy of this letter) that the U.S. Army Corps of Engineers place your project on administrative hold. Please provide us with information supporting your position that states your project must be constructed as planned and that you have no practicable alternative to placing fill in these waters and/or wetlands. Please provide detailed, specific plans and narrative to explain what biological and engineering measures you intend to utilize at this site which will protect the aquatic life uses of the stream. Any documentation such as maps and narrative that you can supply to address alternative designs for your project may be helpful in our review of your 401 Certification. Also this project will require compensatory mitigation as described in 15A NCAC 2H .0506(h) unless bioengineering measures are used as described in our March 3, 1998 letter. DWQ ID: 980090 Biologists with the Wildlife Resources Commission (WRC) have reviewed the subject document. Our comments are ptovlded in accordance with provisions of the Clean Water Act of 1977 (33 U.S.C. 466 et seq.). The Greensboro Country Club proposes to stabilize the riparian areas of a 500-foot section of an unnamed tributary to North Buffalo Crock. We conducted an on-site investigation on 18 I`cbruary 1998. It was evident that current bank stabilization had failed and stream bank erosion was becoming a problem, Instead of stack stone walls and rip rap, we would prefer the use of following method for stream bank stabilization. Use rip rap only along the lower 1 /3 to 112 of the ylream bank. Then, slope the remaining bank to a 2:1 or 3:1 and reseed with grasses, native alders, wiI lows or button bush (see attached diagram). Suggested that Kris Spence get in touch with Angella Jessup thru local NRCS to discuss bioengineering options. Looks like this would improve the course to me. They also are members of Audubon and have several bluebird boxes which the maintenance people manage. I think that they will have the resources of money and materials to do a really good job if they get a good plan from a bioengineering expert. If they are as well financed as I think, dollars spent well should not be an issue. Just my opinion though. Hard copy of 401 review and recommendation on the way via courier.
