PROJECT SUMMARY: The applicant proposes to expand the existing " north " marina in Southern Shores by excavating an adjacent portion of high ground, adding a total of eleven boat slips. This work includes the removal of 140 ft. of existing bulkhead, the excavation of 630 cubic yards of high ground adjacent to the existing basin behind this bulkhead (and the replacement of the removed bulkhead), the placement of 13 new pilings, the construction of 4 finger piers and one 15 ft. long pier. Southern Shores Civic Association, Inc. CAMA Major Permit # 98-97 Major Modification Bio Report Page Two r Site Description This review involves a site in Southern Shores, Dare County and is one of two basins which are owned and managed by the applicant, the Southern Shores Civic Association. The site in this review is referred to as the north basin and is adjacent to Sassafras Street and South Dogwood Trail. The Southern Shores Civic Association has recently received CAMA authorization to add 4 new slips within both basins (CAMA Permit #98-97). This work was completed during the summer of 1997. The proposed work will be a modification to CAMA Permit #98-97 . The waters of this basin connect to a series of man-made canals and Ginguite Creek, just south of Ginguite Creek' s junction with the Currituck Sound. Existing depths in this basin and the connecting canals are between four and five feet. This basin has one boat ramp and approximately 180 feet of existing dock/wharf and 23 slips. No pump-out station is available at either Association basin. Signs are posted in both basins prohibiting the discharge of waste into adjacent waters. Although the waters of Ginguite Creek are classified as Inland Waters by the Division of Marine Fisheries they provide an Estuarine habitat and are designated as an Inland Primary Nursery Area (PNA). This PNA has been documented as a highly productive nursery for many fish species. These waters also are classified by the Division of Coastal Management as Public Trust Waters and as such, are part of the Estuarine System Area of Environmental Concern. No archeological sites, remnant species or geological formations are known to be associated with this basin. Proposed Work The applicant proposes to expand the north marina by excavating a portion of high ground, adjacent to the existing basin to a depth of 5 feet below the NWL and adding a total of eleven new boat slips. This work will include the removal of 140 ft. of existing bulkhead and the excavation of 630 cubic yards of high ground behind this bulkhead to provide for this enlargement. This enlargement will include the dock configuration construction of one 15 ft. long pier and 4 finger piers within the basin enlargement excavation area. Each finger pier will be a dimension of 6 ft. by 3 ft. One finger pier will extend from the proposed 15 ft. by 4 ft. pier. This work also includes the placement of 13 new pilings in front of the newly created slips. Seven of the new slips will accommodate 21 ft. long vessels while four slips will handle 24 ft. long boats.
