Dear Madame:
As requested in the letter from Mr. Thomas Belnick dated February 25, 2015 requesting
information on the river water intake structure for KapStone Kraft Paper Corporation in Roanoke
Rapids.
1. Maximum design intake flow is 43.2 Million Gallons a Day.
2. Actual annual river water intake flow using a 3 year average is 7.190.5 Billion Gallons a
Year or 19.7 MGD.
3. 15.2% of water withdrawn is used exclusively for cooling water the past three years.
Ms. Ransmeier is no longer at this location. The new contact at the Roanoke Rapids, KapStone mill
is Mr. Mike Knudson, Environmental Manager.

316(b) Preliminary Determination
Dear Ms. Ransmeier:
On August 15, 2014 the US Environmental Protection Agency (EPA) finalized rules
applicable to cooling water intake structures. The Division of Water Resources has
made a preliminary determination that your facility may be subject to these rules. In
order to make the final determination, the Division is requesting the following
information:
1. Design intake flow for your facility (maximum flow the intake structure is
capable of withdrawing.)
2. Actual intake for your facility (average volume of water withdrawn on an annual
basis over the past three years.)
3. Percent of the water withdrawn on an actual intake flow basis used exclusively
for cooling purposes.
The information should be submitted to the following address by April 1, 2015:
