Subject: Proposed Champion - Roanoke Rapids Mill Conversion
A meeting was held in Raleigh on May 31, 1990 with
representatives of Champion International. Corp., to further
discuss the water quality model applied by DEM for wasteload
allocations in the Roanoke River. Attendees included:

Chris Puryear, Environmental Supervisor - Roanoke Rapids
Mill
Jim Tomlinson, Consultant
Ruth Swanek, DEM - Water Quality
Carla Sanderson, DEM - Water Quality
Trevor Clements, DEM - Water Quality
The meeting was a follow up to that held in late April, at which
Champion introduced their idea to convert their brownstocking
paper mill at Roanoke Rapids into a bleachkraft pulp and paper
mill with a greatly expanded level of production. The primary
purpose of the meeting was to discuss Champion's own modeling
efforts, and to determine what additional. information would be
needed to fully evaluate the potential. w,-4ter quality impacts
of Champion's proposed action.
Discussion focused on obtaining better stream hydraulics data,
evaluating the transport and fate of carbonaceous BOD in the
lower river and Albemarle Sound, and rediicing the
uncertainty associated with the other mechanisms affecting
dissolved oxygen (i.e., sediment oxygen demand, algal
kinetics, and reaeration).
It was agreed that Champion would submit to DEM a study plan
outlining proposed sampling for this summer. In addition,
Champion will further research the issue nf whether hydraulic
power functions or use of the Manning Fgiiation is preferable in
modeling stream hydraulics.
We will send Champion a draft copy of our t,evel C modeling
guidance (SOP) for their use in developing an appropriate study
plan that will coincide with our basin modeling efforts for the
Roanoke River. In addition, we agreed to provide Champion a
copy of our Long-term BOD protocol from the Division's Standard
Operating Procedures Manual for Water Quality Monitoring.
Other issues to be addressed in the future include:
-- What CBOD/BOD5 ratio should be iised. for Champion's
new allocation given that the waste composition of the
effluent will change with the conversion to a
bleachkraft mill? Will long-term BOD data from
Champion's new, similarly designed facilities in
Florida or Maine provide insight to this question
even though the type of trees used for pulp are
substantially different from North Carolina's raw
product?
-- Will any additional baseline dioxin data collection be
required (i.e., sediment or fish tissue) in the upper
portion of the Roanoke River? What has been collected
to date?
-- Will color be an issue?
-- What concerns regarding potential impacts to the Striped
Bass populations need to be addressed?
The meeting was quite productive and helped to clarify the
extensive work that will need to be performed by both Champion
and the State in evaluating this proposed. mill conversion.
Please let me know if further clarification of this matter is
required.
