Wilmington, NC 28403 Wilmington, NC 28405 Date: October 21, 2019 Subject: Duplin County SR 1546 Bill Sutton Road Hurricane Pipe Replacement WBS#: D1715403.2031127 (DWQ Permit Fee: $240) Dear Mr. Shaver and Ms. Steenhuis: The North Carolina Department of Transportation plans to replace replaced an existing 36" in diameter by 48' in length CMP at location Lat: 35.079754, Long:-77.757002 on SR 1546 Bill Sutton Road where it crosses a UT to Burn Coat Creek (C; Sw) approximately 0.09 miles W of SR 1547 Grady Smith Road. The proposed replacement structure is a 60" in diameter x 48' in length CMP w/ HW. NCDOT would like to request a waiver from the depth specifications of the regional conditions 3.6.1 of the Nationwide Permit 3 and the corresponding General Condition 11 of the Water Quality General Certification No. 4132. Due to the existing geomorphologic fall of the stream channel, burying both of the inverts of the new 60" CMP 1' below the natural streambed elevation would result in a greater than 11 percent pipe slope, causing a high flow erodible condition. NCDOT plans to bury the inlet l' and install the pipe on a 2% slope which would set the outlet approximately 3.5 feet above the natural stream bed. Approximately 10 LF of riprap flume is proposed to be placed back in the area of the existing riprap flume. (See Attached Permit Drawing). By copy of this letter and enclosures, NCDOT is requesting issuance of Nationwide 3 approval from the US Army Corps of Engineers and 401 Water Quality Certification (WQC) #4132 approval from the Division of Water Resources (DWR). A method of debiting $240 to process the WQC request has been provided as noted in the subject line of this application.
