Dear Ms. Ipock:
The Division renewed NPDES permit NCO031828 for the Town of Vanceboro on November 3, 2003.
This renewal contained errors on the Supplement to Permit Cover Sheet. On this page in the list of system
components, the oxidation ditches were inadvertently omitted and an incorrect number of clarifiers was listed.
The Division is forwarding herewith a correction to the subject permit. Enclosed please find the modified
permit page. This page should be inserted into your permit and the old one discarded. This permit modification is
issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of
Agreement between North Carolina and the U. S. Environmental Protection Agency dated May 9, 1994 (or as
subsequently amended).
Please take notice that this permit is not transferable. This permit does not affect the legal requirement to
obtain other permits which may be required by the Division of Water Quality or permits required by the Division of
Land Resources, Coastal Area Management Act or any other Federal or Local government permit that may be
required.

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or discharge are hereby
revoked. As of this permit issuance, any previously issued permit bearing this number is no longer
effective. Therefore, the exclusive authority to operate and discharge from this facility arises under the
permit conditions, requirements, terms, and provisions included herein.
The Town of Vanceboro is hereby authorized to:
1. Continue to operate an existing 0.250 MGD wastewater treatment system with the
following components:
y Manual bar screen
Grit removal
Two parallel mechanically operated aerated oxidation ditches
Y Three parallel secondary clarifiers
r Tertiary sand filters
r Alum feed for phosphorus removal
y Polymer feed for alum sludge conditioning
y Gas chlorination
Y Chlorine contact chamber
Dechlorination
Cascade post aeration
Y Automatic samplers
Flow meter
r Aerobic sludge digesters
y Sludge drying beds
y Standby power
The facility is located in Vanceboro at the Town of Vanceboro WWTP on South Main
Street in Craven County.
2. After receiving an Authorization to Construct from the Division of Water Quality,
expand existing facility from 0.250 MGD to 0.300 MGD, and
3. Discharge from said treatment works at the location specified on the attached map
into Swift Creek, classified C-SW-NSW waters in the Neuse River Basin.
