Dear Ms. Ipock:
The Division of Water Quality has reviewed the Town of Vanceboro's request to increase the rated
capacity of its existing wastewater treatment plant from 0.25 MGD to 0.30 MGD. We find the request
and supporting design calculations to be satisfactory and hereby issue this Authorization to Operate.
Therefore, effective May 1, 2004, the plant's discharge shall become subject to the effluent limitations
and monitoring requirements for up to 0.3 MGD discharge, as set forth in Condition A.(2.) of the
Town's NPDES permit.
This authorization does not include and is not conditioned on improvements to the existing
treatment facilities. Also, the increased treatment capacity does not affect the type or grade of the
facilities nor the type or grade of certification required of the operator in responsible charge (ORC)
and the backup ORC.
In the event that the facilities fail to perform satisfactorily, including the creation of nuisance
conditions, the Permittee shall take immediate corrective action, including those as may be required
by the Division, such as the construction of additional or replacement wastewater treatment or
disposal facilities.
The issuance of this Authorization to Operate does not preclude the Permittee from complying with
any and all statutes, rules, regulations, or ordinances which may be imposed by other government
agencies (local, state, and federal) which have jurisdiction.
