Resubmitted due to delay in receiving LL Hg results. It is sampled by an outside laboratory and we were unaware we were missing data.
CBOD Qualifications: Glucose Glutamic Acid standard out of range: 11/1, 11/8, 11/9, 11/13-16, 11/19-21, 11/27-28, 11/30. Dilution Water depleted >0.20 mg/l: 11/9, 11/30. The
T. Z. Osborne POTW recorded three permit violations: two weekly average violations for CBOD and TSS and one monthly average flow violation. SEE BELOW.
To Whom It Mav Concern:
The T. Z. Osborne POTW has experienced record high flow events during the past few months, and November 2018 was no exception. The Biological Nutrient Removal (BNR)
upgrade (and expansion to 56 MGD) construction project, mandated by the Jordan Lake Rules, has impacted our ability to meet NPDES permit limits, particularly under high
flow conditions, and the project will not be complete until late CY 2020.
This correspondence will provide a review of the rainfall, effluent flows and NPDES compliance for September, October, and November 2018. It should be noted that the T. Z.
Osborne monthly average effluent flow for the period of June, July, and August 2018 was 31.9 MGD. For the period of September, October, and November it was 38.1 MGD. In
addition, the highest daily flow ever recorded at the T. Z. Osborne POTW (91.7 MGD) occurred during September 2018.
September 2018
Total Monthly Rainfall: 7.47 inches
Rainfall durine period of Hurricane Florence: 5.28 inches
Monthly Average Effluent Flow: 36.8 MGD
Average effluent flow during period of Hurricane Florence: 55.8 MGD (with high of 91.7 MGD on 9/17)
Violations: CBOD weekly average (6.38 mg/1), TSS weekly average (96.4 mg/l)-Both violations were caused by results
from 9/17. Without that day, the POTW would have been in compliance.
October 2018
Total Monthly Rainfall: 7.53 inches
Rainfall during period of Hurricane Michael: 3.39 inches
Monthly Average Effluent Flow: 36.0 MGD
Average effluent flow during period of Hurricane Michael: 59.6 MGD (with high of 68.6 MGD on 10/11)
Violations: CBOD weekly average (6.42 mg/1). The CBOD violation was caused by the results from 10/12. Without
that day, the POTW would have been in compliance. A fecal coliform weekly average violation (548 colonies/100 ml)
recorded the next week was not related to the storm.
November 2018
Total Monthly Rainfall: 9.86 inches
Rainfall during exceptional rain event: 4.74 inches
Monthly Average Effluent Flow: 41.5 MGD
Average effluent flow during week of exceptional rain event: 61.0 MGD (with high of 86.5 MGD on 11/13)
Violations: CBOD weekly average (15.2 mg/1), TSS weekly average (83.9 mg/1), monthly average Flow violation.
Obviously the flow violation was caused by the exceptional rain event, as were the two other violations.
