Inspection Summary:
A routine compliance inspection of the Pender County Deemed Collection System was conducted on August 15, 2019. The
purpose of the evaluation was to verify that the collection system is operating in compliance with the conditions and
limitations specified in Permit WQCSD0524. Anthony Colon, Assistant Utilities Director and Bob Forand, operator, were
present during the inspection.
Fender County Utilities has recently experienced many changes in staff. Due to this transitioning period, most
documentation was not easily located for review during the inspection. Never the less, the collection system appeared to be
well maintained and operated by the County.
The following documentation needs to be located or maintained:
1. Pump station inspections and maintenance
2. Spill Response Plan
3. High priority line inspections
4. Right-of-way maintenance
5. Map of collection system
The following deficiencies were noted:
1. A 24-hour notification sign posted at all pump stations
2. Biannual distribution of FOG educational materials to both commercial and residential users
A Notice of Deficiency will be issued for this inspection and a follow-up inspection will be conducted within 3 months to verify
that Pender County is in compliance with Permit WQCSD0524. Please review the the comment section of the inspection
report for more details.

Comment: The Rocky Point area of Pender County is the satellite system that flows to the CFPUA
collection system. Maps were not readily available for review during inspection.

A pamphlet is mailed out once a year to customers. The County is planning on adding FOG education to the

Comment: Pump stations appear to be maintained, but inspection and maintenance records were not
readily available for review. The County has two HPL, a force main under the NE Cape Fear and
Turkev Creek. There is no documentation of HPL insDections.

Comment: There are no 24-hour signs posted at the pump stations. The County is currently having signs
made. The generators are maintained and tested by a contracted company. There are 13-14
spare simplex pumps available and 7 currently out for rebuild.
