HomeMy WebLinkAboutNCS000488_Valdese 2019 Annual Report_20191014Town of Valdese 2018-2019 Stormwater Annual Report/Program Summary The Town of Valdese (NPDES permit: NCS000488) went through a DEQ stormwater program audit in October, 2018 — this audit evaluated all 7 relevant minimum control measures, excluding construction site runoff. Out of 115 review questions on the audit report the Town was only found to be non -compliant on 21 issues, several of which that are overlapped or connected issues that reiterate the same problem that was found. These violations resulted in a NOV (NOV-2019-PC-0182) being issued, which was addressed with a resolution from the Town. The stormwater program for the Town is developed, but it is missing certain components required for compliance or has gone without updates/modifications for several years. The Town of Valdese SWMP has not been reviewed or updated annually, and has not been modified since 2013 when it was first developed. The Town, through contracting with the Western Piedmont Council of Governments, has developed a new draft SWMP that follows the current State template requirements and is awaiting approval. Of the 21 violations found during the 2018 audit, 7 of them have already been addressed • The stormwater plan and ordinance were previously available online, but have since been made more accessible. • The WPCOG has worked with the Town previously to complete stormwater education and outreach. This was already in place at the time of the audit. • Cleanup activities have taken place in the past, but the Town will now document them as they occur along with the required metrics. Several cleanups have occurred since the last audit. • The Town has not issued a stormwater NOV, which is why there is no tracking mechanism in place. Part of the redevelopment of the program will be including enforcement elements that will issue NOVs. • The Town is now documenting any debris removal. • Training had previously occurred regarding stormwater, but the documentation for said training did not fit the criteria. The new draft SWMP addresses many of the required good housekeeping practices that were previously missing. The stormwater program will be going through a redevelopment that focuses on permit compliance, more thorough documentation, tracking of metrics, and adopting/enforcing updated ordinances based on the state models to ensure compliance. As reported, the Town of Valdese has not had recent construction, which means this program is designed to set up the framework for post -construction strategies while acting on the other measures required. The Town of Valdese can provide a broad overview of the budget used/a fiscal analysis from the previous (2013) SWMP. It may not be the most recent figures, but it is the best available documentation. The draft SWMP will be addressing this lack of specific and recent documentation for future records.
