Location Map *Figures, photographs, and other graphical outputs are as noted in the appendices Oct. 25, 2018 1 Page 2 Introduction CSX Transportation is developing construction plans and environmental permits for a new intermodal terminal in Rocky Mount, NC which will include a new track siding. As part of the installation of the new siding track, two culverts, located at MP A 112.89, on the North End Subdivision will need to be modified - an 11.5' diameter corrugated metal culvert and a 4'H x 125W precast concrete culvert. The circular metal culvert (south) is conveying the low -flow of Beech Branch while the precast culvert (north) is providing additional conveyance during high-flow storm events. This report analyzes the flow through these two culverts in order to model the effects of a proposed headwall on the downstream end of the precast culvert. Location Map Oct. 25, 2018 1 Page 3 Existing Conditions The concrete precast culvert has a height of 4.7', a span of 12', and extends 140' in length. This culvert is designed to convey additional storm flow for Beech Branch which typically only runs through an adjacent 12' diameter corrugated metal culvert in the stream during low flow periods. Photographs See Appendix A: Photographs Proposed Culvert Design The existing precast culvert structure will remain in place. A headwall is proposed to be installed on the downstream end of the culvert (outlet) as a means to retain the fill that is being added in the area to accommodate the new proposed track for the CCX terminal project. The upstream end of the culvert will remain unchanged. The wing walls for the proposed headwall will be installed at a 30 degree flare from the flow direction. As a part of the headwall, a 1'-9" "crown" will be installed atop the culvert exit to span the distance between the two proposed wing walls. See Appendix B for a detail of the proposed headwall design. Hydrologic Analysis The existing flow data for the 100 yr storm event, as per the provided FEMA model, was used. No additional hydrology study was performed. See Appendix C for FEMA firm map. Hydraulic Analysis The project is located in a `Zone AE' floodway. Hydraulic calculations were performed using the US Army Corps of Engineer River Analysis System (HEC RAS v4.1.0) modeling program for the existing and proposed. The HEC RAS model (v3.0.1) for Beech Branch from FEMA was obtained to use as a baseline for the model. The geometry data from the HEC RAS model obtained from FEMA was updated with current survey data for the channel and surrounding floodplain to create the existing model. The most current survey data indicated that the cross sections looked significantly different just downstream of the culvert than what was shown in the FEMA model. To more accurately model this area, two additional cross sections were added to reflect this change. For the existing cross sections, most of the floodplain data remained unchanged from the existing FEMA model. Table 7- 1 and 7-2 present a summary of the changes in water surface elevations and velocities for the 100 -year design storms. Summary of Channel Velocities For the cross section immediately downstream of the culvert, no change in the WSE is occurring. As shown above, the velocity of the downstream culvert cross section (XS 46730) is slightly increasing by 0.04 ft/s. This change is attributed by the addition of the outlet headwall which is constricting the flow while also smoothing out the sides of the channel. This change increases the velocity of the water while the WSE remains unchanged at XS 46730. It should be noted that this increase in velocity is limited to this cross section as the following cross section velocities and water surface elevations remain unchanged from the existing condition. Oct. 25, 2018 1 Page 5 As also shown above, the WSE of the two cross sections upstream of the bridge (XS 47266 & XS 46890) are slightly decreasing by 0.01 ft each. Because the slope of the culvert is shallow (1.2%) this is causing the flow to be outlet -controlled. This means that the increasing velocity downstream causes the slight WSE decrease that is observed in the upstream cross sections. Since the affects were limited and there is no rise in the surface elevation, further analysis to match the 100 -year existing WSE is not warranted. See Appendix D for additional HEC -RAS output data See Appendix E for HEC -RAS output figures Scour Analysis No scour analysis was performed for the culvert. Conclusion The proposed addition of the outlet headwall minimally increases the velocity of the water exiting the culvert while slightly decreasing the water surface elevations upstream. With the implementation of the proposed culvert headwall as designed, there will be no rise in the water surface elevation upstream, downstream, or at the culvert itself. This report analyzes the tributary of Beech Branch flowing through this culvert in order to model the effects of the proposed extension on the downstream end of the culvert. A hydrology and hydraulics study of the stream was performed to confirm a no -rise condition from the addition of a downstream extension and to verify that there are no adverse effects to the unnamed tributary. Location Map Dec. 07, 20181 Page 3 FYa 3 Existing Conditions The arch culvert has a height of 7.8', a span of 6.5', and extends 45' in length. It has stone masonry construction with headwalls on both ends. See Appendix A for current photographs of the culvert. 4 Photographs See Appendix A: Photographs 5 Proposed Culvert Design The existing precast culvert structure will remain in place. The culvert addition will extend 30' downstream from the existing culvert opening. This extension will include a headwall with wing walls installed at a 45 degree flare from the flow direction. The extension will be constructed with a concrete slab and support walls of which a semi -circular steel liner will sit atop in order to match the existing culvert shape. The steel liner will extend 9.5' into the existing culvert to create a smooth flow transition into the new portion of the culvert. The upstream end of the culvert will remain unchanged. In addition, the fill material being placed for the new track siding is encroaching upon the stream just south of the culvert outlet. Due to this encroachment, re- grading is being proposed to reshape and reroute the channel just downstream of the culvert to connect back to the existing channel. This reshaping should also help with the hydraulics of the channel. See Appendix B drawings of the proposed culvert extension. 6 Hydrologic Analysis The tributary flowing through this culvert accepts the flow of several smaller streams before entering the culvert. Several analyses were ran in order to check the flow changes following these convergences. StreamStats was used for these hydrologic analyses. See Appendix C for watershed information, flood data, and flow rates. Dec. 07, 2018 1 Page 4 FN 7 Hydraulic Analysis The project is located in a `Zone AE' floodplain. Hydraulic calculations were performed using the US Army Corps of Engineer River Analysis System (HEC RAS v4.1.0) modeling program for the existing and proposed. Model Justification To create the existing model geometry, three separate sources were used: 1) A detailed survey of channel in the immediate vicinity of the culvert (Nov. `18), 2) A survey with a larger overall scope (Oct. `18), 3) Current LiDAR data was used to supplement in areas further up and downstream and in the floodplain. No detailed survey was completed within the channel of the stream. To represent the channel as accurately as possible, several sources were used. The survey was used to determine the location of the stream and approximate width of the channel. This was double checked using Google Earth imagery (updated in Mar. '18). The channel shape was determined using context clues from the floodplain as well as the neighboring cross sections. These channels were used both in the existing and proposed models. All section geometry remained unchanged between the pre and post with the exception of the XS immediately downstream of the culvert in question (XS 1320). For the proposed model, the culvert changes were reflected as well as the channel shape in the downstream cross section (XS 1320). A conservative manning's n value was used for the entirety of the proposed culvert. Because the values would vary only slightly — and because HEC -RAS has no way of assigning multiple n values linearly along the length of a culvert — the manning's n remained at 0.015 (unchanged from the existing condition). Manning's n for the outlet section (XS 1320) was determined to be 0.025 which takes into account the concrete and rip -rap of which the flow encounters upon exiting the culvert. The Energy method was used for both low flow and high flow calculations. Table 7- 1 and 7-2 present a summary of the changes in water surface elevations and velocities for the 100 -year design storms. Summary of Channel Velocities Dec. 07, 2018 1 Page 6 FN Results Analysis In summary, three major adjustments are being made in this area: 1) the arch culvert is being extended, 2) a headwall is being constructed, 3) and the channel is being re -graded. The main outlet channel is increasing in width in the proposed condition which is resulting in a decrease in velocity and a decrease in water surface elevation. The decrease in velocity should positively affect any future erosion concerns in the area. In addition, the decrease in water surface elevation is a result of decreased pooling around the outlet. There is no change to the water surface elevations or the flow velocities further downstream from the culvert (after XS 1320). There will be no affect to Beech Branch. Water surface elevation and velocity changes upstream of the culvert are minimal (less than 0.01') and therefore do not warrant further analysis. Since the affects were limited and there is no rise in the surface elevation in any of the model sections, further analysis to match the 100 -year existing WSE is not warranted. See Appendix D for additional HEC -RAS output data See Appendix E for HEC -RAS output figures 8 Scour Analysis No scour analysis was performed for the culvert. 9 Conclusion The proposed culvert extension, outlet headwall, and channel re -grading results in an overall decrease in both water surface elevation and flow velocity at the outlet of the stream. Changes upstream are limited to 0.01' or less and don't increase the WSE. There will be no affect downstream. It is therefore concluded that, with the implementation of these proposed changes, there will be no -rise in the water surface elevation upstream, downstream, or at the culvert itself.
