Dear Mr. Farkas:
The additional information requested by the North Carolina Department of Environmental Quality
(NCDEQ) for the Stormwater Permit No. SW 1190801 has been addressed. The construction
documents have been updated to reflect the requested changes per the guidelines found in the
NCDEQ BMP Manual. The stormwater report has been updated to include all necessary
information. The attached letter of responses indicates where revisions have been made in response
to the inquiries from the NCDEQ.

Dear Mr. Farkas,
Please see the following responses for the additional required information in the letter of receipt
dated September 20,2019.
1. Please use the project name "Leicester Volunteer Fire Department" so that the application
is consistent with the plans, O&M Agreement, etc.... (Section I, 1& Section VI, 8, a).
The title block for the construction documents has been updated with the correct project
name on all sheets, and the Stormwater Management Permit Application Form has been
updated in Section I, I to reflect this title.
2. As shown, the project does not qualify as low density (Section 11, 2). Having a BUA
percentage less than 24% is just one aspect of having a low -density project. Low density
projects must also maximize dispersed flow and utilize vegetated conveyance. Vegetated
conveyances were not utilized as the stormwater is piped around the site. A full list of the

the low -density comments. If you would like the project to be a high -density project,
please address the high -density comments.
The project is now considered high -density, and the high -density comments were
addressed.
3. Since the applicant is the property owner, Section III, 2 does not need to be filled out and
Section IX does not need to be signed.
Section III, 2 has not been filled out, Section IX has not been signed in the Stormwater
Management Permit Application Form.
4. If the project is low density and contains SCMS for quantity management only, they
should not be included in the application or submission package (Section IV, 1).
Project is high density; comment is not applicable.
5. If the project is low density, the "Total Drainage Area" value in the "Drainage Area"
table in Section IV, 10 should be equal to the "On -Site Drainage Area" value and there
should not be any "Off -site Drainage Area". Also, the "Total Drainage Area" value
should be equal to the entire site area.
Project is high density; comment is not applicable.
6. If the project is high density, each SCM should have its own column in the "Drainage
Area" table in Section IV, 10 that is based on the area draining to it.
The "Drainage Area" table in Section IV, 10 has been updated to include both the SCMs
for the project.
7. The "Existing BUA" row of the "Impervious Surface Area" table should only include the
existing BUA that will remain after development. The imperious areas listed in this table
should add up to the "Proposed Impervious Area" value in the "Drainage Area" table
(Section IV, 10).
The "Drainage Area" table in Section IV, 10 has been updated to reflect the correct
values.
8. If the project is high density, supporting documents and an explanation of how the off -
site drainage area and off site -impervious areas were determined must be included
(Section IV, 11).
See the Stormwater Narrative, Proposed Development Conditions section for explanation
of how the off -site drainage area's impervious areas were determined. Figure 3 in

Appendix C of the Stormwater Report shows the areas and contours used to determine
the proposed drainage areas.
9. If the project is low density, the O&M form should only be included if there are swales
included in the design and a signed Supplement-EZ form should be provided showing
that the project is low density (Section V & Section VI, 3).
Project is high density; comment is not applicable.
10. If the project is high density, the O&M form should include both SCMs and a signed
Supplement-EZ form should be provided with both SCMS included (Section V & Section
VI, 3).
The O&M form has been updated to include both SCMS, and a signed Supplement-EZ
form has been provided.
11. We require that a copy of the application be included with the submission (Section VI, 1).
Only the original application was provided. Please provide a copy of the application.
A copy of the application has been provided along with the original application.
12. Please provide a USGS map indication the project location (Section VI, 6).
Figure I in the Stormwater Report, Appendix C provides a USGS map location for the
project site.
13. Please ensure all plans have a numerical and graphical scale as needed (Section VI, 8, f).
For example, Sheet C300, in addition to some other sheets, does not have a scale.
Sheets C300, C400, C600, C700, and C800 have been updated to include a graphical and
numerical scale.
14. Please dimension all BUA on the plans, similar to how the square footage for the building
is shown (Section VI, 8, j.)
Sheet C300 has been updated to include the square footage for all BUAs.
15. If the project is high density, please include the off -site contours so the off -site drainage
area may be verified (Section VI, 8, k).
The off -site contours have been incorporated in Figures 2 and 3 in Appendix C and
Figures 4 and 5 in Appendix E in the Stormwater Narrative.
16. Please delineate the wetlands on the plans or provide a note stating that no wetlands exist.
Provide documetnion of the quailfications and identity of the individual who made this
determination (Section VI, 8, m).

A note has been made on Sheet C300 and C400 stating no wetlands exist on site. In the
Project Description of the Stormwater Narrative, it is stated that no wetlands exist.
17. If the project is high density, please show the drainage areas for the SCMs on the plans
(Section VI, 8, o).
The drainage areas for the SCMs can be found in Figure 3 in Appendix C of the
Stormwater Narrative.
18. If the project is high density, the soils report should include the expected infiltration rate
for the area that the biorention cell will be placed (Section VI, 9).
The Natural Resources Conservation Service soils report now includes the infiltration
rate for both SCMs. This can be found in Appendix B.
19. Please write the deed book and a page numbers in the application (Section VI, 10).
The deed book and page number for the Leicester Volunteer Fire Department is now
included in the Stormwater Management Permit Application Form.
20. Please provide official documents with name, title, and position for those listed in Section
III of the application (Section VI, 11). Please also initial this item.
The official documents with name, title, position, and initials for those listed in Section III
of the application has been attached to the end of the Stormwater Management Permit
Application Form.
21. The SCMs were not reviewed for compliance with the MDCs. If the project is high
density, ensure that the SCMs are designed in accordance with all applicable MDCs. The

The SCMs were designed according to the bioretention cell MDC specifications found in
the NCDEQ BMP manual.
22. If the project is high density and the rainwater storage is being used to meet State
stormwater requirements, please include it along with the other SCMs and ensure that all
relevant MDCs are adhered to.
Rainwater storage is not being used to meet State stormwater requirements and is not
included in the SCMs.

23. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other
