On August 7, 2019 a site inspection was conducted for the Mountaire Farms, Inc. facility located at the
1101 E. Third Street Facility, Chatham County, North Carolina. A copy of the Compliance Inspection
Report is enclosed for your review. The site visit and file review revealed that the subject facility is
covered by NPDES Stormwater General Permit-NCG060000, Certificate of Coverage-NCG060383.
Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated
as Loves Creek, a Class C waterbody in the Cape Fear River Basin.
As a result of the inspection, the facility was found to be non compliance with the conditions of the
NCG060000 permit. We request a response to the comments within 30 days from the receipt of this
document. Please refer to the enclosed Compliance Inspection Report for additional comments and
observations made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil
penalty assessment of up to $25,000 per day for each violation. If you or your staff has any

Inspection Summary.
To date only one outfall sample point has been sampled. The permit indicates three sample points and the facility site map
shows two outfalls. Clearly there have been errors implementing the permit requiremnets concerning sample locations, and
after a review of the site map with an enlarged view of the stormwater system, it appears that there should be additional
sample points added that are not depicted on any maps. We have requested the addition of a sample point at the rear of the
junction box located just North of East Raleigh Street to be added to the site map and sampled. We have concerns with the
sample protocol for SDO-1 in the MJB-1 junction box. The sample for the stormwater discharge is taken immediately after
the first thirty minutes of the storm event at sample point in the MJB-1 and so the potential for elevated analytical results are
greater than if all the stormwater is treated in the onsite treatment system. After speaking with Tanya Vickers, the Director
of Enviromental Compliance, we have been assurance that the preventive maintenance and good housekeeping procedures
and practices will be more stringently followed in all outside areas of stormwater runoff that discharges from the site. Training
should include a zero tolerence for storing, even temporarily, any products or byproducts associated with processing.

Comment Most of the required documents were found within the stormwater oollution orevention Dian. The
documents not found were rovided in a follow up email. The enlarged site map that was
provided at a later date shows the new outfall and stormwater drainage patterns at a readable
scale. There are storm drains from the processing plant that discharge untreated stormwater
from the processing plant after the first flush First 30 min of a storm event that enter a main
storm drain line and discharges off site. During the site inspection a container full of chicken
parts were located on the NW side of the facility in an unsheltered and exposed area that drains
to the stromwater system

two sample Points only one outfall has been sampled.
