You have our approval, in accordance with the attached conditions, to dredge and fill 1,635 square feet of
wetlands or waters for the purpose of constructing a 4-H Environmental Education Center at SR 1200 at Bull
Bay, as you described in your application dated 25 February 1997. After reviewing your application, we have
decided that this fill is covered by General Water Quality Certification Number 3112.
This approval is only valid for the purpose and design that you described in your application. If you
change your project, you must notify us and you may be required to send us a new application. If total
wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required
as described in 15A NCAC 2H .0506 (h) (6) and (7). For this approval to be valid, you must follow the
conditions listed in the attached certification. In addition, you should get any other federal, state or local
permits before you go ahead with your project including (but not limited to) Sediment and Erosion Control,
Coastal Stormwater, Non-Discharge and Water Supply Watershed regulations. Also this approval will expire
when the accompanying 404 or CAMA permit expires unless otherwise specified in the General Certification.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing.
You must act within 60 days of the date that you receive this letter. To ask for a hearing, send a written
petition which conforms to Chapter 150B of the North Carolina General Statutes to the Office of
Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This certification and its conditions
are final and binding unless you ask for a hearing.
This letter completes the review of the Division of Water Quality under Section 401 of the Clean Water

8. PROJECT SUMMARY: The applicant proposes to construct an Environmental Education Center on an
±227 acre site including 20 multi-unit lodges, numerous service buildings, activity areas, a wetland
boardwalk with creek access, a pier and boat ramp into Albemarle Sound, and riprap ±500 ft of shore.

Project setting
The project site is located off SR 1200 at Bull Bay on the Albemarle Sound near Columbia
in Tyrrell County, North Carolina. The proposed site is approximately 227 acres with
approximately half delineated as 404 wetlands by the US Army Corps of Engineers (USACOE).
The property is bordered on the west side by Bunton Creek and the adjoining property is wooded
wetlands. The north side of the site is bordered by Albemarle Sound. The east side of the project
site is bordered by a bulkheaded developed lot.
The majority of the area adjacent Bunton Creek and Albema4e Sound has been delineated
as 404 wooded wetland by the USACOE with the exception of ±575' at the east end of the project
site which has an average elevation of ±5' above the normal water level. This upland section is
vegetated with mixed grasses, vines, shrubs, and mixed hardwoods. Moving south or landward
from this upland section is a large area of pines which gives way to agricultural fields.
Albemarle Sound is classified as SB by the Environmental Management Commission. This
area of Albemarle Sound is not open to shell fishing. The applicant has submitted a FONSI to the
State Clearinghouse and the project has been found to be in compliance with the NCNEPA as per
Chyrs Baggett's 12 November 1996 correspondence (attached in the application).
Project description
North Carolina State University proposes to develop the site and create a 4-H
Environmental Education Center. The upland portion of the project site which includes the pine
forest and the existing agriculture fields will be the site of the majority of the building facilities
associated with the center. Twenty multi-unit lodges are proposed along with a director's
residence, staff lodge, conference building, dining hall, infirmary, administration building,
maintenance building, recreational building, environmental learning center, group reception
building, boat repair building, two wet labs, and two multi-purpose buildings. Additional
development on the high ground portion of the site includes; an amphitheater, agricultural activity
area, rope course, primitive camping area, volleyball/basketball area, climbing tower, shelter,
tennis court, gazebo, and two swimming pools with pool houses.
A ± 1.2 mile boardwalk (7.5' wide) will be constructed in the 404 wooded wetland and
will have 6 teaching stations constructed at right angles to the main boardwalk. Approximately
2.8 miles of paved roads ( ±20' wide) will be constructed along with ±3.9 miles of paved
walking trails ( ±7' wide). ,
The applicant proposes to place ±525' of riprap along the shoreline to protect the high
ground portion of the project site from further erosion. The riprap will project below the normal
water level an average of 3' with a maximum of 5'. A 15' wide by 4' long boat ramp will be
constructed in the riprap area on Albemarle Sound. A 10' wide by 150' long pier is proposed to
be constructed into Albemarle Sound. A 28' long by 34' wide T-head is proposed at the end of
the pier. The 952 ft2 T-head will include two step down levels to access the water for swimming,

ATTATCHMENT A
PROJECT DESCRIPTION
The North Carolina 4-H Development Fund, in conjunction with the State of North Carolina,
Tyrrell County, and North Carolina State University (NCSU) College of Agriculture and Life
Sciences, is proposing the construction of the 4-H Environmental Education Center (hereafter
referred to as the Center) on a 92 hectare (ha) site in Tyrrell County, North Carolina. The
Center will emphasize coastal environmental studies and be available throughout the year to
youths and adults. The Center will also provide outdoor educational programs for schools and _
will function as a youth summer camp facility.
PURPOSE AND NEED
The 4-H program is a youth development program begun in 1926 as part of the N.C.
Cooperative Extension Service. Primarily group-focused and family-oriented, the4-H is a
community-based and locally-determined program designed to assist youths and adults in
becoming competent, coping, and contributing members of a global society. Public demand
for environmental education is reaching unprecedented heights with increasing public interest
in coastal issues such as pollution of our sounds and bays, reduction of state fisheries, super-
farms, recreational development, and potential off-shore drilling. The N.C. Curriculum
Development Council has ranked environmental education as the top priority for extension
programming. The Center will provide a forum to address the water and soil quality issues that
will impact agri-business in this region of the state.
The purposes of this project are the establishment of: 1) a year-round 4-H center in the Coastal
Plain of North Carolina; 2) an environmental education center for youths and adults specializing
in freshwater, brackish water, estuarine, and coastal uplands studies; 3) youth education and
leadership development through summer camping opportunities; 4) university student and
professional conference center for aquaculture; 5) a regional center for youths-at-risk to
improve self-esteem and life skills; 6) a training center for professionals and volunteers working
in the field of youth development; and 7) a promotional tool for tourism and economic
development in the northeastern region of the state.

Please reference the application of the 4-H Environmental Education
Conference Center for Department of the Army (DA) authorization and a State
Water Quality Certification to place riprap material along the shoreline,
and develope an Environmental Education Center, including the construction
of a boatramp, boardwalk, and a pier, on property located off State Road 1200,
adjacent Bull Bay on the Albemarle Sound, near Columbia, in?Tyrrell_County,
North Carolina. Your receipt of this letter verifies your acceptance of a
valid request for certification in accordance with Section 325.2(b)(ii) of
our administrative regulations.
We are considering authorizing the proposed activity pursuant to
Section 404 of the Clean Water Act, and we have determined that a water
quality certification is required under the provisions of Section 401 of
the same law. A Department of the Army permit will not be granted until
the certification has been obtained or waived.
According to our administrative regulations, 60 days is reasonable
for State action. Therefore, if you have not acted on the request, or asked
for an extension of time, by April 14, 1997, the District Engineer will deem
that waiver has occurred.
