Several items need clarification:

This facility occupies property owned by Capital Power Corporation which has State Stormwater
Permit SW8090511 under the name CPI USA North Carolina LLC. This operator formerly held
NPDES Permit NCS000348 which has expired. Capital Power generates electricity and steam
by burning chipped railroad ties produced by National Salvage & Service Corp (NSSC), coal,
and wood chips produced by others off -site.
Capital Power has asked NSSC to obtain their own stormwater permit to cover the area on which
NSSC operates. Thus the reason for this NCG210000 NOI. Figure 1 shows the outlines of the
areas for which NSSC will be responsible.
There is some confusion as to the receiving stream. The Watershed Drainage Map on your
website indicates that the drainage area is Walden Creek - Cape Fear River (HUC
03030005083). Walden Creek is north of the Duke Energy canal. Capital Power's permits
indicate Price Creek is its receiving stream. A field visit and review of your watershed map
indicates that flow from the NSSC area flows northward into an unnamed swamp that probably
drains into the Duke Energy canal. I will leave it to you to decide the receiving stream and its
classifications.
Concerning Item 16 on the NOI, NSSC maintains mobile equipment and two large wood
chippers that use diesel fuel. The new motor oil usage is probably under 55 gallons/ month, but
will be confirmed by the operator.
