The lots are presently covered with asphalt. The proposed pier
house will rest partially over this existing asphalt. The Town of
Surf City will not require any stormwater measures and the
increase of impervious surface will not be substantial.
Janet Russell of CAMA verified the first line of stable
vegetation and the 60' AEC line. This allows 70' of depth between
the right-of-way line of Shore Drive and the 60' AEC line, which
will be sufficient area for the proposed structure.
A walkway will be constructed from the pier house to the pier as
shown.
The pier plans were designed and certified by Mr. Edward Francis
Schaack, P.E. 6103, copies enclosed. Enclosed are copies of the
contractor's responsibilities and list of materials for the pier.
The pier will be 850 feet in length and 16' in width. The piles
will be washed and driven to a depth of not less than twelve
feet. The enclosed copies illustrate in detail all the aspects of
the pier construction.
The pier will utilize the Town of Surf City's water and sewer.
The pier will be serviced by the existing taps that provided
water and sewer to the original pier.
Construction of the pier is expected to commence immediately and
be completed in April of 1997.
The adjoiners, Almeda Limited Partnership and Tracy N. Johnson,
were contacted by certified mail return receipt requested, and
sent copies of Mr. Lore's request. A copy of the letter is
enclosed. Also find enclosed the receipts for the mailing. The
return receipt cards have not been returned, but will forwarded
upon there receipt.

9. NARRATIVE DESCRIPTION: The applicant's property consists of several lots within
Surf City and on near the ocean shoreline. The site has been the location of a
commercial fishing pier for approximately 42 years. The pier has been replaced before
and was approved for major repairs with CAMA permit #55-90 issued to John Douglas
Haste in 1990. The earlier pier operation was from a pier house that was located over
the water between the low water and high water levels of the ocean. The hurricanes of
1996 completely destroyed the pier and pier house. The shoreline had severe erosion
but dunes and a clearly defined first line of stable, natural vegetation remain. The
upland portion of the property has historically been used for parking and is either paved
or covered with gravel.
10. PROJECT PROPOSAL. The applicant proposes to rebuild the destroyed pier with a
new one of essentially the same dimensions. The new pier will extend 850 ft. from the
dune line and approximately 800 ft. into the ocean. The pier will be 16 ft. wide and
have an octagonal deck at its waterward end. The new pier house will be built on land
in compliance with current setback requirements. It will be 40' x 20'. Current parking
areas will continue to be used.
11. ANTICIPATED IMPACTS. There should be no adverse impacts resulting from the
proposed project. There will be encroachment onto the public trust areas of the beach
and the adjacent waters but only to the extent that has been present for many years.
There will be minimal land disturbance associated with construction of the new pier
house.

Narrative for Edwin P. Lore, Jr.
Edwin P. Lore, Jr. was granted the property on December 7, 1983
as shown in Deed Book 626, Page 10 of the Pender County Registry,
copy enclosed. The property consists of Lots 10, 11 & 27 of
Block 19 and Lots 28 - 33, Block 18, Subdivision No. 1, Surf
City. Along with the property is an existing easement for the
sole purpose of a fishing pier as shown in Deed Book 287, Page
333, copy enclosed. This property is known as the Surf City Ocean
Pier.
The lots Pocated on the north side of Shore Drive have a total
width of 150.12 feet and a depth of 103.25 feet and are graveled
and are used for parking. This area will continue to handle the
parking of the pier.
The lots south of Shore Drive have a width of 47.04 feet and a
depth of 120.00 feet. These lots are presently zoned commercial
and the setback requirements for this zone are zero. The easement
mentioned above covers the land between these lots and the
Atlantic Ocean. These lots and easement are the area within
the permit request.
On April 11, 1990, the State issued Permit Number 55-90 for
extension of the existing pier, copy enclosed. The existing pier
has been destroyed by Hurricane Bertha and Hurricane Fran.
At this time, Mr.Lore requests to reconstruct the pier and pier
house. He requests to construct the pier house (bait shop) on
Lots 10 and 11. The original pier house was located below mean
high water at the approximate low water line as shown on Permit
Number 55-90.
The proposed Pier house (20' X 40') will lie 14.0 feet from the
southern right-of-way line of Shore Drive and 11.0 feet from the
western property line. It will be built upon piles and elevated
to a finished floor of approximately 18.0 feet. The current FEMA
maps classify this area as a VE zone with the lowest horizontal
member having an elevation of 11' + 2' = 13'. This proposed
finished floor will be well above FEMA and local requirements.

The lots are presently covered with asphalt. The proposed pier
house will rest partially over this existing asphalt. The Town of
Surf City will not require any stormwater measures and the
increase of impervious surface will not be substantial.
Janet Russell of CAMA verified the first line of stable
vegetation and the 60' AEC line. This allows 70' of depth between
the right-of-way line of Shore Drive and the 60' AEC line, which
will be sufficient area for the proposed structure.
A walkway will be constructed from the pier house to the pier as
shown.
The pier plans were designed and certified by Mr. Edward Francis
Schaack, P.E. 6103, copies enclosed. Enclosed are copies of the
contractor's responsibilities and list of materials for the pier.
The pier will be 850 feet in length and 16' in width. The piles
will be washed and driven to a depth of not less than twelve
feet. The enclosed copies illustrate in detail all the aspects of
the pier construction.
The pier will utilize the Town of Surf City's water and sewer.
The pier will be serviced by the existing taps that provided
water and sewer to the original pier.
Construction of the pier is expected to commence immediately and
be completed in April of 1997.
The adjoiners, Almeda Limited Partnership and Tracy N. Johnson,
were contacted by certified mail return receipt requested, and
sent copies of Mr. Lore's request. A copy of the letter is
enclosed. Also find enclosed the receipts for the mailing. The
return receipt cards have not been returned, but will forwarded
upon there receipt.
I have been authorized to act as agent for Mr. Lore and submit
this application, authorization letter enclosed.
