Enclosed please find two (2) copies of Fast Track Sewer System Extension Application for Phase-1 of the
Mid -Atlantic Rail & International Logistics Industrial Parks. Also included are a check for the Application
Fee of $480 and two sets of supporting maps to represent the project area.
This application will be for a "construction only" permit and not for operations of any part of the
proposed system. No flow allocation will be part of this request, and at a later date once Brunswick
County is no longer under moratorium a permit modification will be submitted to address the system
and request an allowance of flow into the proposed system. I am including a previous email between
Tom Tharrington from your office and Gary Lanier with Columbus County Economic Development. This
email addresses some of the circumstances around this particular project from the grant aspect and the
issue of system moratorium for Brunswick County.

Hello Mr. Lanier, sorry for the delay in responding to this topic. We have had discussions
within NCDEQ concerning this situation and it's possible impacts on obtaining further funding
for projects within Columbus County. We feel that this situation could be addressed by issuing
any required sewer extension permitting from the Wilmington Regional Office as "construction
only" permits, allowing the project to move forward with the addition of the level of
infrastructure needed for funding expenditure requirements and client recruitment. No
wastewater flow will be allocated to this permit and that future flow must be obtained via a
permit modification at a later date.

Thank you for speaking with me yesterday regarding the moratorium that is in effect
at the Northeast Brunswick Regional Wastewater Treatment Plant and regarding the
completion of the sewer system that serves the two unoccupied industrial parks located at
the Columbus -Brunswick County line. Both industrial parks front on Hwy 74/76 approximately
25 miles from the Port of Wilmington. I will attempt to set forth the situation in a bulleted
format and summarize at the end for ease of reading:
The Situation We Face:
1. A sewer line was put into the ground along highway 74/76 to serve both of the industrial parks several
years ago (around 6 or 7)
2. That sewer line is part of a forced main system, and the line runs several miles from the entrances to
the two parks to the Northwest Brunswick Wastewater Treatment Plant. The line was also jack and
bored under Hwy 74/76 so that it could serve both industrial parks.

3. Due to a lack of funding (ie —the "Great Recession") the collection vaults and pumping stations for the
two parks were not completed and attached to the sewer main that was put into the ground. It has
been sitting "dry" for years.
4. In 2018, the Columbus County Economic Development Commission applied for a utility grant through
the Rural Division of the North Carolina Department of Commerce totaling $2.15 million to complete
the sewer system that will serve both parks. We are part of an inter -local agreement with our
economic development partners in Brunswick County with regard to the International Logistics Park.
That agreement allows the park, which straddles the county line, to be considered as a Tier I area in its
entirety -- like the rest of Columbus County. We included the sewer pumping station for the Mid -
Atlantic Industrial Park as part of our grant application, though it was not part of our inter -local
agreement, because it was the right thing to do for our regional economic development efforts. We
also get along well with our neighbors in Brunswick County.
5. We entered into the engineering design phase for the completion of the sewer project that was
started years ago, and are at a point where the designs are complete for the sumps and pumping
station on the International Logistics Park portion of the project (Phase 1). The engineering design firm
is also close to completing the design and drawings for the Mid -Atlantic Industrial Park (Phase 11). We
could go to bid on the Phase I part of the project in a matter of days — but there is a moratorium on
the Northwest Brunswick Wastewater Treatment plant. We are being told that we cannot proceed
with our construction project by our contacts at Brunswick County Utilities until the moratorium has
been lifted.
6. There are $2.15 million in State Utility Grant funds that cannot be expended at this point. Those funds
have been allocated for approximately one year.
Additional Details & Observations:
1. We feel that there would have been permits issued in order for the approximately 8 miles of sewer
line forced main to be put into the ground several years ago. As an engineer by trade, and as a local
economic developer, completing the project would seem to be both logical and reasonable.
2. We have lost projects to other industrial parks (and states) because clients seeking to build a new
industrial plant are knowledgeable of time lines and realize that while they can build a building in less
than a year, it will take 18 to 24 months to complete infrastructure projects such as posed by our
sewer system completion project. Delaying completion of the sewer system can cost our area jobs
and increases to our tax base.
3. State Utility fund managers are wanting to see the allocated funding drawn down as soon as possible.
This cannot happen if construction cannot move forward.
4. Completing the sewer infrastructure for the two parks will allow the economic development
professionals serving both Columbus and Brunswick Counties to more effectively market these two
industrial parks to potential clients.
5. It should be noted, however, that if a client were to choose to build in either of the two industrial
parks this month, it would be nearly a year before construction would be complete and before any
wastewater would begin to flow through the completed sewer system.
6. Columbus County has another utility project (water line to a new industrial building for fire
suppression) that has been quoted. We need to move forward with another grant application to the
Rural Infrastructure Utility Fund but cannot do so. The funding board will not consider a new
application for a utility fund grant from Columbus County until they see that the currently funded
project (sewer system completion for the two industrial parks) has gone to bid and that funds are
being drawn down.

We would respectfully ask that the North Carolina Division of Environmental Quality issue a
memo, letter, or e-mail to authorize Columbus and Brunswick Counties to move forward with
our construction project.
