The forest cover varies between hardwoods that occur near the existing tributaries and pine dominated stands on higher elevations. The forest community that the area near the tributaries is dominated by Sweetgum (Liquidambar styraciflua), red maple (Acer rubrum), Ironwood (Carpinus caroliniana), and yellow poplar (Liriodendron tulipifera) in the overstory. The shrub layer is dominated by Chinese privet (Ligustrum sinense). Jurisdictional waters of the US were classified according to USACE guideance. The results of the jurisdictional determination investigation indicated that there were 2 jurisdictional streams present within the subject property. Stream S1 (SA Stream flagging) is a small tributary that occurs within the central portion of the property and is considered an intermittent non -wetland waters of the US. Stream S2 (SB Stream flagging) is another small tributary that occurs within the central portion of the property and is considered an intermittent, non wetland waters of the US. These two small tributaries merge and form a single tributary (off site) and this tributary flows directly into the Catatwba River (HUC # 03050101)(USGS 1974). 4b. Explain the purpose of the proposed project:* The growth of the housing market in the greater Charlotte area, including the western portions of the Charlotte Metropolitan area near Mount Holly, has been enormous since the end of the "Great Recession." The demand for housing has skyrocketed since 2011. However, within the last two quarters, inventories have been increasing, suggesting that the housing market may be growing more slowly than in years past. This slowing of growth has not translated into significant changes in demand, especially in the lower housing price points (including affordable housing). Currently, demand is strong in the greater Charlotte area. With this in mind, the applicant proposes to construct a ±21 -acre phased residential (townhome) development. The overall purpose of the project is to construct a townhome development and provide additional housing to meet the growing needs of this area of Mecklenburg County and the western portion of the greater Charlotte Metropolitan area. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The project consists of the construction of a permanent road crossing that will be used to access the development (for both public access, and to provide access as required by fire codes), and a temporary sewer crossing to connect the sewer to existing infrastructure. The road crossing will consist of placing rock within the stream channel in order to "french drain" the area (no pipe will be used). The rock will be covered by fill material to create a stable bed for the access road. Typical construction equipment (such as a track hoe, bull dozer, dump trucks, etc.) will be used to construct both the permanent and temporary crossings. 4j. No. This project is located adjacent to the Catawba Plantation large community development, but is being developed outside of the plans for that development. According to research conducted by the Corps (Mr. David Shaeffer), there are previous permits that have been issued for past work (several years ago). However, since this project has independent utility due to its access to Mount Holly-Huntersville Road and the infrastructure that was created for that thoroughfare, it can be considered a single and complete project unto itself. However, through re -design, the engineer was able to appropriately sig and place the stormwater basin outside of the jurisdictional stream. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: The road impact that is proposed to the S1 Stream segment was narrowed to reduce the stream impact while maintaining slopes that are safe for passage. 2.
