La Grange Phase II Bank Credit Release — Task 8 FINAL RELEASE
Dear Mr. Ham:
On September 17, 2019, the Division of Water Resources (DWR) received a Year 5 Monitoring
Report from Greene Environmental Services, LLC (GES) for the LaGrange Phase II Mitigation Bank
(Site). On October 9, 2019, Katie Merritt with the DWR, visited the Site to compare vegetation data
submitted in the report with onsite conditions and to evaluate the Site for closeout of the monitoring
requirements. As a result of the site visit evaluation, Ms. Merritt supports closing out the Site for any
further monitoring and maintenance of the riparian vegetation and conservation easement. DWR
highly recommends installing additional signs and easement placards to mark the conservation
easement's outer boundary, which is immediately adjacent to an active farm field.
On May 9, 2019, DWR received a copy of the assignment of the conservation easement to the North
Carolina Wildlife Habitat Foundation (NCWHF). By copy of this letter, the monitoring requirements
at the subject Site have been met and DWR is releasing GES from its financial assurance obligations
under Letter of Credit (LOC) #SB94188 with First Citizens Bank.
According to the UMBI signed on October 3, 2008, the following Project Milestones have been met,
and the corresponding credits shall be released:

By copy of this correspondence, DWR confirms that you have satisfied the above requirements for
the above -referenced tract and 10% of your Neuse riparian buffer credits (0.1 x 22,620.63 ft' =
2,262.06 fe) are now available for sale. Also, 10% of your nitrogen nutrient offset credits (0.1 x
6,750.87 lb -N = 675.09 lb -N) are now available for sale.

Please note that nutrient offset credits generated at this site must be used for impacts in HUC
03020202 of the Neuse River Basin and that Neuse riparian buffer credits must be used for
impacts in the Neuse River Basin according to guidelines in 15A NCAC 02B.0295, which
became effective on November 1, 2015.
