Corey Basinger, Regional Supervisor Water Quality Regional Operations Section NCDEQ-Mooresville Regional Office 610 East Center Ave., Suite 301 Mooresville, NC 28115 SUBJECT: Response to NOV-2019-LM-0066 Dear Mr. Basinger: This letter is in response to the above Notice of Violation received on September 26, 2019. The cause can only be related to possible rain and/or slightly above normal influent flow (see attached e-mail). August results were 18.1. 11.6, 8.2 and 23.2 mg/l. The last week of August the No. 1 clarifier drive bearing failed resulting in having only No. 2 clarifier processing both aerators for 2 weeks (see attached e-mail). The effluent BOD results for September are 5.38, 9.22, 3.37 and 22 mg/l. The digestor was land applied on September 26, 2019. See attached BOD trend chart which indicates we are back to normal process ability. Temperature water degree (°c) — The temperature was not recorded for July 4 since it was a holiday. Review of previous holidays show no recording if a change is required to record holidays, please advise. This pains me to no end to have to report yet another high BOD result but I think maybe we can blame it on the rain this time. Since the last email I sent ya on 6/5/19 we have had excellent BOD numbers but our 7/24 results was a 35.1 mg/l. The only thing I can put focus on is we had rain on the day before sampling day and the day of. The day before had 1" of rain then the day of sampling had another 1" with .184 and .201 gls of flow on 7/22 and 7/23. I would not consider these to be extreme flow rates and visually the plant didn't show any indication of a high flow event. The sample that was sent was clean and clear and all other sample results both influent and effluent were normal. I had our lab run a COD of this weeks sample which came back 39.0 mg/1 so looks like the BODs will be back down to normal which makes it appear that it was an isolated event. I'm just very hopeful that our previous issue is not returning and I have not seen any indication that my plant is showing a down turn. Have monitored our bug populations and our new PH/ORP probes and have not seen any extreme swings that would cause concern. Thank you for your time and I will keep you informed going forward. Hope you have a great weekend, Paul Land Date: 09/06/2019 (07:26:33 AM CDT] From: pland@clevelandnc.org To: roberto.scheller@ncdenr.gov Subject: Town of cleveland Good morning, Roberto. we almost had perfect August BOD numbers but had a sligh . crease. Our numbers for the month were 18.1, 11.6, 8.20 then on the last week of the month(2-3.22 our weekly limit is 22.5 and our monthly is 15.0. This will cause our monthly to be over by only`- ! I can't express just how upsetting that is. Thought for sure August was gonna be the month I didn't have to send another email. Possible the high number on week 4 came from us having to run on one clarifier for over 2 weeks. The solids really built up high in #2 ditch but we're now back to normal operation with repairs complete on #1. Thank you and hope you have a great weekend, Paul Land
