This project will have an average daily sewer flow of 11,760 GPD based on the proposed mix of 1, 2, and 3 bedroom units at the reduced flow afforded the applicant. We are replacing 2381f of existing public 8" gravity main (WQ0030692) with 1901f of 8" gravity main. In addition to this 1901f of realigned main, we are proposing to construct 251 if of new public 8" sewer gravity main. In that the realigned section of main is outside of the existing easement, I am reporting this a new main in Section VII of the FTA. Thank you for your attention to this matter. The site is zoned MUD. Proposed improvements are consistent with this zoning, as are adjacent land uses. The Developer intends to build a mix of 1, 2, and 3 bedroom apartment units. A total of 72 units yields a density of 14.5 units per acre. The Artesa Village buildings will be residential in character and similar to the style of the condominiums across the street. The proposed exterior materials, which consist of cement -fiber siding and brick, are intended to achieve long-term use and durability with relatively low maintenance. The roof lines are broken and facades will have varying lines to produce an attractive building with excellent curb appeal. The site is presently vacant and is vegetated primarily with a stand of small, 10-15 year old pine trees. Three heritage trees located on the property are to be removed due to interference with necessary site improvements. Existing landscaping along the project's High Market Street and Queen Anne Street frontages will be retained and augmented with 14 canopy trees and approximately 85 shrubs. Landscape islands will be located throughout the proposed parking lot. Tree and shrub species will be selected with regard to existing vegetation, the local climate, and the Town's ordinance. Access to the site is proposed by a single full -movement driveway off of High Market Street. Internal drive aisle widths are sufficient to allow fire apparatus access to each building without exceeding the 150' maximum dead end length. The drive aisle pavement section is to be constructed to NCDOT standards. Minimum parking requirements are satisfied with proposed spaces internal to the site. Utilization of existing on street parking is not proposed as a means to satisfy parking requirements. Sidewalks are proposed throughout the site and will connect to the existing sidewalk network at the proposed driveway. Public water will be extended through the project by tapping an existing Brunswick County water mains in High Market Street and Queen Anne Street. An existing public gravity sewer main which extends through the property will be realigned to avoid conflicts with proposed improvements. State and County approvals shall be obtained prior to commencing with work on proposed or existing utilities. The proposed apartments units consist of (12) 1 bedroom units, (36) 2 bedroom units, and (24) 3 bedroom units. Water demand is calculated as 400 GIRD per unit = 28,800 GPD. Sewer flow is calculated as 140 GPD per 1 or 2 bedroom unit and 210 GPD per 3 bedroom unit = 11,760 GPD. Clubhouse use is limited to apartment residents and guests and flow for this facility is included within the residential water demand and sewer flow calculations. Stormwater runoff from all BUA will be collected and conveyed to an NCDEQ wet pond designed to treat and release the difference in runoff volume between the 1 year, 24 hour predevelopment and post development storms in 2-5 days. This NCDEQ treatment volume is released at a rate that does not exceed the 1 year, 24 hour predevelopment runoff rate. This discharge is routed across a level spreader and 50' long vegetated filter in accordance with NCDEQ SA watershed rules. Runoff in excess of the NCDEQ design storm up to the 10 year storm is detained and released at a rate which does not exceed the predevelopment rate in accordance with the Brunswick County Stormwater ordinance. Bypass swales are utilized to provide positive drainage to areas of the site which are to remain pervious. No proposed BUA shall bypass the treatment system. NCDEQ and Brunswick County stormwater permits shall be obtained prior to installation of impervious surfaces onsite. Erosion control is accomplished through the temporary use of a gravel construction entrance, silt fence, and hardware cloth and gravel inlet protection. The stormwater pond will be used as a skimmer basin during site construction and will be converted to a stormwater basin once the site is stabilized. Sediments traps will be utilized to treat the discharge of bypass swales. Riprap aprons will be installed and left in place at all pipe outlets. An NCDEQ erosion control permit shall be obtained prior to commencing with land disturbing activities onsite. Okay, I would propose this since the condo project will never be completed as "originally approved". The permit should have been broken up into 2 Phases with 1 Phase completed, but this would be typical of a Hobbs project. I would propose to convert the Partial cert to a Final, modify the permit to cut the remaining line and condo flow (leaving flow for the 4" building, a clubhouse/pool, etc) from the permit, then permit via the modification the line relocation and apartment flow. Then when the future of the remaining old project area is known, we can permit them accordingly at that time as some of the area could actually become partially commercial. The purple line was the proposed 1904 LF extension permitted by WQ0030692. The orange line is a gravity main that predated the condo plans. It looks like the intent was to realign a few sections of this main to accommodate condo building 10. 1 believe each of the 15 condo buildings was to have 14 3 bedroom units. I've also attached a markup with the existing and proposed sewer shown in relation to the proposed apartments. The green line was built and certified in 2007 to serve condo buildings 1-4. We are proposing the red line. Note that our project, delineated with the blue line, eliminates condo buildings 9-15. There remains about 6 acres of developable land to the east of the existing condos/proposed apartments. This was to be a pool and condo buildings 5-8. Once this apartment project is complete, there will be a total of 1,080 LF of sewer main in the ground with a flow of 23,520 GPD. The balance of permitted main and flow-824 LF and 20,580 GPD, respectively —could be utilized to sewer the remaining project area. Dean --to your question —I'm not sure what will be modified if you go that route as it is a little unclear what is going in the east side of the site and I gather Brunswick County does not want to modify the permit to remove main/flow beyond was is built/currently proposed. So I assume that the installed line only goes up to where it flows diverts to the FL pump station or maybe over near the power station since partial says for 4 buildings, but your system shows what was planned? I am inclined to issue the permit modification to move the line and adjust the flow if we know how much was "lost" in that parcel OR issue as a new permit to move line and assign its full flow, then let the County modify the condo permit down the road.
