TRoGDoN, III SECRETARY SUBJECT: Bridge Replacement (Bridge #120), SR 1121 (Herman Road), Spring Creek (Class C), Alexander County Dear Ms. Braspennickx: The North Carolina Department of Transportation proposes to replace Bridge #120, which washed out during the storm event of June 2019, with a 60-foot long, 30 ft wide single span cored slab bridge. The previous bridge was a 31 foot long, 22 foot wide timber, single span bridge. Fifty feet of permanent bank stabilization impacts as well as 27 feet of temporary impacts are anticipated for the new bridge construction. The scope of work will result in permanent and temporary impacts to Spring Creek, which is classified as Class C waters by the Division of Water Resources. The Division 12 Environmental office has conducted a GIS and field survey for the project threatened/endangered species. The federally listed species for Alexander County (USFWS listed date June 27, 2018) include dwarf -flowered heartleaf (Hexastylis naniflora) and the bog turtle (Glyptemys muhlenbergii)-(T/SA- Threatened due to similarity of appearance), and the Northern Long Eared Bat (NLEB) (Myotis septenMonalis)-Threatened.). None were observed, and no impact on these species is anticipated for the construction of this project. There are currently no known hibernaculum or maternity roost trees in Division 12 counties for NLEB; therefore, any minor tree clearing associated with a DOT bridge replacement project would be exempted from incidental take under the 4d rule. Attached is the U.S. Fish and Wildlife Service (USFWS) NLEB 4(d) Rule streamlined consultation form. Per guidance from USFWS personnel, concurrence is granted by citing the following website and the 30-day response period is waived. hU://www.fws.gov/ashevillelittnls/project WNC.html The project has been reviewed by NCDOT's cultural resources staff (NCDOT Cultural Resources Review — Internal Tracking No. 19-06-0022). The project area is not located within %z mile of any critical watershed area nor is SR 1121 a rural or urban arterial; therefore, hazardous spill basins are not required. Enclosed is the hazardous spill basin checklist. I have enclosed a pre -construction notification for a Nationwide #3, sketch of planned activities, photos and a location map relative to the project.
