The existing West Lincoln County High School WWTP was designed for 14,000 gpd (5 days/week) based upon unit contributory loading of 15 gpd/student. Based upon records of actual water usage, DENR DWQ approved a reduction of the unit contributory loading to 7.5 gpd/student. The reduction in unit contributory loading provides additional capacity for the addition of wastewaters from the adjacent West Lincoln County Middle School with operation of the existing WWTP within the existing NPDES Permit# NC0041246. To accommodate the proposed consolidation, the following construction actions are proposed: ® Installation of a new 14,000 gallon precast concrete septic tank at the WWTP to supplement the existing septic tank, extend anaerobic contact time and improve solids retention. ® Replacement of two existing recirculating filter pumps with screens subject to plugging with sewage grinder pumps. o Addition of a new bag filter and associated piping modifications in control building to replace existing filter units. o Addition of a 2' x 4' wash area concrete pad, curbs and drain for filter washdown. o Installation of new 60 degree effluent trapezoidal flume and ultrasonic flow meter to improve flow monitoring capability. © Connection of West Lincoln County Middle School sanitary sewer into the West Lincoln County High School gravity including approximately 80 if of new 6" DIP gravity sewer, 1 new manhole and addition of a outside drop at an existing manhole. © Closure of the West Lincoln County Middle School septic tank system. ATC Item No. 4—Design Capacity in MGD. The permitted capacity of the WWTP with consolidation of the Middle School is to remain unchanged at 10,000 gpd (14,000 gpd, 5 days/wk). ATC Item No. 8 —Process Design Calculations. The process design calculations is included in the attached"Engineering Report for West Lincoln High School and Middle School" dated October, 2008 and approved by DENR DWQ. 1 ATC Item No. 11 —Residuals Management Plan. Residuals from the facility consist of solids accumulations within the septic tank(s). These are contracted to a licensed area septic tank service. ATC Item No. 12—Construction Sequence Plan. The construction sequence is included in Section 01 10 00—Summary of specifications as follows: A. Construct Work in stages during construction period, coordinate construction schedule and operations with Owner: 1. Work performed at the wastewater treatment facility shall be performed and permit to operate obtained from DENR prior to diversion of flow from the West Lincoln County Middle School into the treatment system. 2. All work at the wastewater treatment facility shall be scheduled and coordinated with the Owner's plant operations staff such that treatment operations and school schedules are not impacted. This may require use of available plant surge tanks for storage or temporary pump around. ATC Item No. 15—Abandonment of WWTP. Abandonment procedures for existing Middle School septic tank are included on sheet 6/7 of drawings. ATC Item 23 — 100 year flood elevation. The WWTP is located on a tributary to Indian Creek at a grade elevation of 933' approximately 1600 if away from Indian Creek. The"FIRM" 100 year flood elevation is not mapped in this area. Lincoln County reflects a"flood prone" area along Indian at an elevation of approximately 860'. Accordingly, the Lincoln County High School WWTP site significantly higher than flood prone area and is not subject to flooding.
