This PCN to address the construction of a new Boathouse Foundation to replace the existing Boathouse at the at 181 S East Shore Dr, Lake Toxaway, Transylvania County, North Carolina. A portion of the existing seawall (bulkhead) will be removed to accommodate the new Boathouse Foundation. The existing dock will also be replaced. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: This home site located in Toxaway Estates, a private residential development in western Transylvania County, NC. The lot borders Lake Toxaway which has a classification of B: Trout. The general land use is residential. There is an existing seawall (Bulkhead) along the shoreline. A portion of the existing seawall will be removed as necessary to install the new boathouse foundation. 3b. List the total estimated acreage of all existing wetlands on the property: none 3c. List the total estimated linear feet of all existing streams (intermittent and perennial) on the property: none 3d. Explain the purpose of the proposed project: Construct new 24"x24' Boathouse Foundation. A variance may be reqiured from the local LTCA for a side yard setback since the old (existing Boathouse) does not meet the current setback rules. Remove existing seawall as necessary to install new Boathouse Foundation. New work to be in accordance with Sheets C1 through C10. The boathouse foundation work will be performed "IN THE DRY" using a coffer dam to create a dry work area, or may be performed "IN THE DRY" during the up coming Lake Draw Down. Where the work is performed during the upcoming Lake draw-down, temporary Silt Fence and Stone Check Dams shall be used for erosion control around the work area. All temporary Erosion Control Measures shall be in accordance with the latest edition of the NC EROSION and SEDIMENT CONTROL PLANNING and DESIGN MANUAL. A minimum of three (3) rows of temporary Silt Fence shall be provided to separate the work area from the dry Lake Bed. All temporary Erosion Control Measures shall be removed prior to impoudment refill or at the conclusion of Boathouse Foundation work. All Trout Buffer disturbance shall be repaired in accordance with the NCDEQ-DLR Trout Buffer and Riparian Area planting requirements. See attached Sheet C3 for location of work. Describe the overall project in detail, including the type of equipment to be used: New Boathouse Foundation (48 LF of permanent impacts). Permanent Fill is (48 FT x 14 SF = 672 CF = 24.88 CY) BOATHOUSE FOUNDATION. The Boathouse Foundation work shall be performed "IN THE DRY" using a coffer dam to create a dry work area. Three (3) rows of Turbitidy Curtains shall be used in addition to the Coffer Dam. To comply with Water Quality requirements, the work will be performed in the dry. Where a coffer dam is used, the work area will be dewatered by pumping. All dewatering discharge shall have a turbidity of not more than 10 NTUs above background or as otherwise specified in DWQ's Turbidity Standards (15A NCAC 02B.0211(3.)(k.)). To satisfy the required turbidity limit, the dewatering pump discharge shall be filtered through a Bag Filtration Unit equal to Model BF -400 from Rain -for -Rent with a 100 to 1 micron nominal rating (P.O.C. at Rain -for -Rent is Jeremy at 704-393-3345). The turbidity level of all discharge shall be monitored with calibrated turbidity meters and the filtration equipment shall be adjusted as necessary to insure compliance with Water Quality Standards. The water around the dredging areas shall likewise be monitored with calibrated turbidity meters and the turbidity curtains shall be adjusted as necessary to insure compliance with Water Quality Standards. Where the work is performed during the upcoming Lake draw -down, temporary Silt Fence and Stone Check Dams shall be used for erosion control around the work area. All temporary Erosion Control Measures shall be in accordance with the latest edition of the NC EROSION and SEDIMENT CONTROL PLANNING and DESIGN MANUAL. Uncured concrete shall not be allowed to come into direct contact with surface waters. This will be accomplished by establishing a "dry work area" as described above. "High Early" cementious material shall be in the stone work to minimize curing time. Water Quality around the work areas shall be monitored with calibrated turbidity meters. The coffer dams and turbidity curtains shall be adjusted as necessary to insure compliance with Water Quality Standards. Furnish and install multiple layers of turbidity curtains as necessary to insure regulatory compliance. Permanent Fill (i.e., Boathouse Foundation) shall not exceed 25 cubic yards meeting the following requirements; (a) The quantity of discharged material and the volume of area excavated do not exceed 25 cubic yards below the plane of the ordinary high water mark or the high tide line; (b) The discharge will not cause the loss of more than 1/10 -acre of waters of the United States; and (c) The discharge is not placed for the purpose of a stream diversion. No disturbance within existing Vegetated Trout Buffer. Provide Turbidity Curtains around work area to maintian water quality. See attached Sheet C3 for location of work. Water Quality around the work areas shall be monitored with calibrated turbidity meters. All lap splices shall be 60 bar diameters unless otherwise noted. 5.2 All reinforcing steel shall be accurately and securely tied and anchored in place to prevent dislocation during the placement operation. 5.3 Provide corner bars, 48 bar diameters x 48 bar diameters, at each continuous footing and foundation wall corner. 5.4 Provide 2" clearance for all wall steel. All footer reinforcing bars shall have a minimum of 3" of concrete cover. 5.5 Size & spacing of Vertical Hook Dowels shall match the Vertical Wall Steel. 6.0 CONTROL JOINTS - Provide control joists in retaining wall at intervals not exceeding 20 feet. 7.0. STEEL HARDWARE - Steel connectors on exterior applications shall be hot dipped galvanized or stainless steel. Steel connectors on interior applications shall be primed or power coated. 8.0 FOOTERS - All footers shall bear on satisfactory insitu material. No portions of the foundation shall bear of fill dirt or fill soil. Contractor shall verify that the site has stable geotechnical conditions. Top of footings shall be located below the frost line. Do no locate any part of the structure within any set—back, easement, right—of—way, floodway, flood fringe, trout stream buffer zone (or other buffer zone or set back). Contractor shall obtain all required permits prior to beginning work. Contractor shall locate all property boundaries prior to beginning work. Contractor shall locate, flag and protect all underground utilities, including the adjacent sewer line, prior to beginning work. DO NOT LOCATE RETAINING WALL WITHIN THE ON—SITE WASTEWASTE SETBACK. 10.0 SITE DRAINAGE — Provide ductile iron sleeves for stromwater discharge pipes to pass through the concrete retaining wall. All stormdrain pipes shall have a minimum slope of 1%. The finish grade shall be sloped to drain stormwater away from the structure. Do not disturb the underground stormwater retention system or foundation drainage & waterproofing system located adjacent to the proposed retaining wall. 11.0 CONDITIONS FOR USE OF THIS PLAN — All portions of the existing structure were designed by others. This retaining wall detail is applicable for the Boathouse at the SUBJECT Residence only. THESE DETAILS & SPECIFICATIONS SHALL NOT BE USED ON ANY OTHER SITE OR AT ANY OTHER LOCATIONS. The proposed new Boathouse is to extend 4—FT into Lake Toxaway and will be located within the side yard setback and immediately adjacent to the side property line. This is necessary to maintain a 50—FT setback from the existing on—site wastewater system. Prior to beginning construction or ordering materials, the Owner and/or the Contractor shall obtain c Variance and Special Approval from the Lake Toxaway Community Association and from the POA for the Boathouse to extend beyond the shoreline into Lake Toxaway, and for the Boathouse to be located within the side yard setback. A Written Authorization—for—Construction and a Release—of—Claims shall also be obtained from the adjacent property Owners prior to beginning work. The Authorization—for—Construction and the Release—of—Claims shall be prepared by an NC licensed Attorney experienced in environmental and real estate law. A 401 Water Quality Permit from the NCDEQ—DWR and 404 US Army Corps of Engineers Permit are also required.
