We believe that this project may be authorized under Regional General Permit 198200030 (RGP-30), pending verification from USACE. A check for the application fee ($240.00) is enclosed with this application. We have also included with the PCN, a signed Shoreline Stabilization Application Form - if this form is not needed for the project described, please disregard. We have also enclosed a large format working copy of the project drawings for your use. Karen, this is one of the projects that was scheduled for work during the Winter 2020-2021 Lake Lure drawdown. The drawdown has been rescheduled for this winter to allow Lake Lure to make mandated repairs to its sewer system. We have several clients now rushing to try to get permits in place for this advanced schedule. We appreciate anything you can do to expedite this application. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The existing wooden seawall and boardwalks are failing due to the eroding shoreline of Lake Lure. The property is currently used as a camp. The project's vicinity is used for recreational purposes for the camp participants. 3b. List the total estimated acreage of all existing wetlands on the property: None 3c. List the total estimated linear feet of all existing streams (intermittent and perennial) on the property: None 3d. Explain the purpose of the proposed project: The purpose of the proposed project is to repair and replace the existing failing wooden seawall and lakeside boardwalk with 85 LF of 12" concrete seawall with shoreside concrete walk, 107 LF of 12" concrete seawall without a concrete walk, and 35 LF of riprap. 3e. Describe the overall project in detail, including the type of equipment to be used: The proposed project is to repair and replace the existing failing wooden seawall, upgrading it to a 12" concrete seawall or riprap in the same and/or general location. All work will be performed "in the dry" during lake draw -down. Equipment such as small backhoe/loader or "bobcat" and dump truck to haul away material will be needed. No equipment will be permitted in the waters of Lake Lure. Demolished material will be removed immediately. During lake draw -down, the disturbance limit areas will be marked for the contractor. Demolition and the removal of the existing failing wooden seawall and boardwalk will begin. It will be removed down to the foundation, including all existing posts. Excavation will be needed to prep for the new seawall footings. Footings will be formed and the concrete poured. The new 12" seawall will then be formed and poured. Backfill will be needed before forming and pouring the new 5' concrete sidewalk/walkway. Disturbed areas that are not existing beach/sand will be backfilled, stabilized, and seeded after installation of new seawall. Since the area near the repaired seawall is a swimming area for the campers, permanent sandbags will be placed in lieu of riprap at the new seawall. At the water slide area, the installation of new posts for the new wooden walk will take place before placing non -woven filter fabric in area of riprap. Riprap will be placed on the fabric area and the wooden walk will be built. 4. Jurisdictional Determinations 4a.
