Dear Mr. Davidson,
I am writing this letter in response to your letter (received September 26, 2019) concerning the Notice
of Violation addressing the BOD and TSS exceeding the weekly limit from August 4, 2019 thru August 8,
2019.
Starting on Thursday August 1" we noticed the sludge blanket in the North Clarifier was double that of
the South Clarifier, and then on Friday August 2"d it continued to rise peaking at ten feet. So on Friday
August 2"d we tried some operational controls such as flushing out the RAS pit In Case there was a clog
to no avail. When the weekend operator came in on Saturday morning the sludge blanket was so thick
that it was tripping the North Clarifier arm about every ten feet. 5o I had him turn off the flow to the
North Clarifier and start wasting from the bottom of it, we continued this thru Monday August P. The
weekend operators only work from 8 A.M. to 4 P.M. Sunday night we got two inches of rain in a short
period of time. With having one operational clarifier and one operational sand filter (due to
construction) we subsequently had more flow than the equipment could handle This caused the Sunday
August 4th effluent sample to have a TSS of 400 mg/L and a BOD of 41.0 mg/L which caused us to exceed
our weekly NPDES Permit Limits for TSS and BOD. We ended the week with an average effluent TSS of
81.0 mg/L and a BOD of 16.3 mg/L the weekly averages are 45.0 mg/L for TSS and 15.0 mg/L for the
BOD.
