Dear Mr. Denard:
Storm drainage construction activities have been completed in suspected groundwater
contamination. Although the treatment system has been in place, the construction has not
encountered any groundwater during construction,most likely due to dry weather conditions and
a depressed groundwater table. Therefore, at least temporarily,the City of Charlotte desires to
make the referenced permit inactive effective midnight, September 30, 2019 at the referenced
construction project. We understand that while the permit is inactive there is no need to submit
monthly discharge monitoring reports (DMRs)to your agency and there is no need for the
operator of responsible charge to perform inspections of the treatment system.
Should dewatering be required again on this construction project,the City of Charlotte
understands that it may begin dewatering immediately so long as it complies with the permit
requirements (including operation of treatment equipment, monitoring of effluent chemistry, and
inspections by operator of responsible charge) and submits a request to reactivate the permit
shortly after or before dewatering activities begin.
Please deactivate this permit effective midnight September 30, 2019. If it is not possible
to administratively deactivate the permit due to the short notice,please let us know the effective
date of deactivation, so we may submit the appropriate no-flow discharge monitoring reports for
the time beyond the effective date.
