Depending on what the Corps requires, I’ll stand by my original suggestion and request that you simply submit an email
to include impact revisions along with an explanation. You stated in the original application that you may use a
cofferdam so I believe you are covered. You may want to submit one of the original plan sheets showing the revisions
outlined in red so we know they are revisions. If the Corps requires something additional, we will concur.
As far as your temporary fill concern, as long as the material is placed within the project area and does not migrate
downstream or offsite, it sounds reasonable to stage it within the drained pond area without accounting for additional
temporary impacts. Since you are permanently draining the pond and allowing a natural channel to form, the material
would likely integrate with the existing soil matrix becoming either a part of the wetland or the newly formed stream
channel and riparian area. Your contractor would need to facilitate the process with shaping and grading of the area
following construction as you intend to do anyway according to the plans.

I’ll get back to you this afternoon after I’ve had a chance to review your file. The Corps will need to weigh-in as DWR’s
actions will need to be consistent. At first glance, it appears that most likely you will only need to email me a set of
revised plans with impact changes. But I need to review original plans again and wait to hear from Bryan. Do you have a
timeframe in mind of when you plan to begin the project?

Following up on my voice mail message, attached is the approval for work planned as part of a culvert installation in
Clemmons. The contractor would like to install a coffer dam instead of using the slide rail system as we’d
envisioned. The coffer dam will require temporary placement of rock and gravel further out in the drained pond area –
which was not part of what we showed as impacts in our original PCN. The drained pond is part of the permanent
impacts – but only for draining and not for placement of any material.
I’ve never sought a modification on Water Quality Certification approval so I’m not sure how to best proceed. What is
the process on that? As I mentioned on the phone, I also sent an email inquiry re: a modification on the Corps permit
but have not yet heard back from Bryan.
Another question is whether or not excavating sediment within the coffered off area and temporarily placing it on the
upstream side of the coffer dam is considered an impact (fill?) or if it is OK to do that without specifically designating a
certain area. Our expectation is that the relocated sediment will gradually migrate into place once the coffer dam is
removed.
