Dear Mr. Smith:
On September 11, 2019, Cheng Zhang of the Raleigh Regional Office (RRO) conducted a
Compliance Evaluation Inspection at the subject facility. The assistance provided by Mr. GIenn
Rechnitzer, the plant engineer, was greatly appreciated. The inspection report is attached.
Findings during the inspection were as follows:
1. Certificate of Coverage (COC) No. NCG500374 of NPDES general permit
NCG500000 was issued to Lace Lastics Inc.to discharge boiler blowdown wastewater
to an unnamed tributary to Foundry Branch, in the Tar -Pamlico River Basin.
2. Blowdown water from the two boilers is discharged to a 7000-gallon holding tank
and then to the sanitary sewer via a 6-inch pipe that is positioned 2 feet of the bottom
of the tank. A second 6-inch pipe is positioned 1 foot above the first 6-inch pipe
serves as an emergency overflow outlet, which runs about 25 feet into a low lying
wooded area. Previous inspection letters stated that this emergency overflow out had
not been used. This was re -confirmed during this inspection, that blowdown waste
has not been discharged to surface waters.

An emergency discharge line extends from the boiler blowdown holding tank to approximately 25 feet
away into a low lying wooded area. Previous inspection letters stated that this emergency overflow
outlet is not used. This was also restated by staff during this inspection.
