Buie, PE WGLA Engineering, PLLC 724 51h Avenue West Hendersonville, NC 28739 NORTH CAROLINA Environmental Quality May 14, 2019 Subject: Request for Additional Information Stormwater Permit No. SW1190301 High Hampton Golf Maintenance and Back of House Jackson County Dear Mr. Buie: The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater Management Permit Application for the subject project on March 14, 2019. A review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: l . The applicant signed the Property Owner Authorization section of the application form, not the Applicant's Certification. The Property Owner Authorization is only for applications where the applicant does not own the property. The Applicant's Certification is required for all applications. Please resubmit an application with this section signed and notarized. 2. Is there any intention to reuse a portion of the water in the large cisterns below the parking lot? Detaining and discharging runoff directly to a vegetated setback does not meet the intent of rainwater harvesting. 3. Please submit a USGS map identifying the project location. 4. Please submit a signed and sealed copy of Page 1 of the Supplement EZ form. 5. The bioretention cells must be planted with trees, herbaceous plants, or sod. Mulch alone is not sufficient to meet this requirement. 6. The calculations for Bioretention Cell #6 only count the new impervious area in the runoff calculations. The geotechnical report shows that the seasonal high water table is either above the bottom of the bioretention cells or very close. The presence of wetlands in close proximity to the bioretention cells also indicates that the seasonal high water table is likely very high. According to Bioretention MDC 1, the seasonal high water table must be at least two feet below the bottom of the bioretention media. 8. Sheet C-301 indicates an area as "Proposed Fuel." Please explain what this area will be used for. 9. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other documents. Pdfs must be uploaded using the form at: hqps:Hedocs.deg.nc.gov/Forins/SW ProjectSubmittal Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to June 13, 2019, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. Please reference the State assigned project number SW1190301 on all correspondence. If you need additional time to submit the information, please submit your request for a time extension to the Division at the contact below. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A.
