PROJECT DESCRIPTION The project site is located at 6452 Quail Run Road, off Greenville Loop Rd., adjacent to the Cedar Island Basin, in Masonboro Sound, off the AIWW, in New Hanover County. To locate the property from Oleander Drive (NC Highway17), turn onto Greenville Loop Road and travel west approximately 1.5 miles just before Bradley Creek Elementary School. Turn left onto Old Military Road and travel east approximately 0.5 miles until you reach Quail Run Road. Turn right onto Quail Run Road and the property of interest will be located on the left. The property consists of approximately 5.66 acres and the average elevation is approximately 13 feet above normal high water (NHW). Upland vegetation consists primarily of hardwood species such as Live Oaks and other woody species such as Pine trees. The property borders Cedar Island Basin/canal, which is also shared by the adjacent riparian property owners and the residents of Cedar Island directly across the basin to the east from the property of interest. The property has approximately 130 LF of shoreline which is partially stabilized by an existing free- standing dilapidated timber bulkhead. The existing bulkhead extends 6 LF in a westerly direction from the southern property line, and then turns to the north and runs approximately 70 LF, where it makes a 45 degree turn to the east, and terminates approximately 15 LF afterthe turn. The existing bulkhead and associated backfill appears to have been tidally washed-out over the last few decades. When DCM issued CAMA General Permit No. 12477-D on 1/26/1994 for a previous docking facility (to a previous property owner), it was noted on the permit that the bulkhead was failing at that time. Due to what appears as lack of maintenance, the tidal influence has allowed for the landward side of the existing bulkhead to naturalized with a mix of §404 wetlands type vegetation and Coastal Wetlands. Low marsh species consists primarily of Smooth Cordgrass (Spartina alterniflora) and Sea Lavender (Limonium spp.). The vegetation transitions towards the highground into §404 wetlands type vegetation and high marsh species including: Wax Myrtle (Myrica cerfera), Marsh Elder (Iva frutescens), Grounsel-bush (Baccharus halimifolia), Sea Ox -eye (Borrichia frutescens), and Salt Meadow Grass (Spartina patens). There is also a sandy area between the low marsh and high marsh areas void of these mixed species. The applicant also maintains an existing private docking facility into the Cedar Island Basin/canal (authorized under State Permit No. 54-14). The existing pier (50'x 6') extends from the central portion of the shoreline towards Cedar Island Basin. The facility includes a 'bump -out' platform (12' x 165) over high ground, and from the terminus of the pier, an access ramp leads down to a floating dock (80' x 6'), running parallel to shore. A boatlift (12' x 12') is located at the northern end of the floating dock. The existing docking facility was permitted to accommodate up to four (4) vessels. The New Hanover County/City of Wilmington Land Use Plan 2006 Update classifies the adjacent waters as Conservation, and the adjacent high ground portion of the project area as Resource Protection. In the project area, the waters of Cedar Island Basin are classified as SA, by the NC Division of Water Resources, and they are CLOSED to the harvest of shellfish. These waters are designated as Primary Nursery Area (PNA), by the NC Division of Marine Fisheries. PROPOSED PROJECT: The applicant proposes to remove the existing failing bulkhead and install a new vinyl sheet pile bulkhead, 2' waterward of the existing bulkhead. Bruce B. Cameron, IV Page Three The application states that the applicant would remove the failing bulkhead and install a new vinyl sheet pile bulkhead, 2' waterward of the existing one. The applicant proposes that the northern side of the new bulkhead be constructed in a different alignment compared to the currently existing one, by utilizing a 90 degree turn and 35LF of return wall back to the uplands area, instead of the current 45 degree angle back towards the uplands (See Bulkhead Plan Sheet 1 of 2, dated 7/30/2019). The applicant proposes to maintain the 72LF of bulkhead frontage along the shoreline, before turning 90 degrees and forming a 8LF return wall along the southern section of the property. The applicant plans to backfill the area with clean earthern soil, consisting of 23 CY of fill to be located below NHW, on an area of Coatal Wetlands comprised of Smooth Cordgrass (Spartina alterniflora), Sea Lavender (Limonium spp.) and Pickleweed (Salicornia spp.). The applicant proposes that the work would be conducted with a mini excavator, front end loader, and pile driver, kept on site on upland areas during construction, and utilizing an existing soil road for access. The applicant states that they intend to transplant existing oysters in the project area prior to construction date, and that the work will be conducted between November 1s' and May 31s'. 10. ANTICIPATED IMPACTS As proposed, the construction of the new bulkhead would fill 1400 SF of vegetated Coastal Wetlands, fill and incorporate an additional 320 SF of public trust waters, and disturb 3510 SF of land overall. The applicant reports that an area of oysters waterward of the existing bulkhead would be moved prior to construction efforts beginning. Minor increases in turbidity should be expected during construction. (SEGi), on behalf of Mr. Bruce Cameron (herein referred to as the "Applicant"), is submitting the attached Coastal Area Management Act (CAMA) Major Permit Application (see Attachment 1), to perform work within Public Trust Waters and within the 30' Estuarine Shoreline Buffer, at his property located at 6452 Quail Run, in Wilmington, New Hanover County, North Carolina (see Attachment 2). The property is approximately 5.66 acres, with its eastern side abutting the Cedar Island Boat Basin, which has been classified as SA;HQW, by the Division of Water Resources. Currently the site is undeveloped. A soil road runs through the property, to the boat basin, where a 6' x 50' fixed pier, 12' x 16.5' observation deck, and 6' x 80' floating platform extends, from a spoil berm which bisects the property from the south property line to the north property line and parallel with the shoreline (approximately 130 linear feet). An existing bulkhead also extends approximately 6 feet westerly, from the southern property line, then turns northerly and runs approximately 70 linear feet, where it makes a forty -five -degree turn, easterly, and terminates approximately 15 feet past the bend. An approximate 550 square feet area of unvegetated, sandy uplands exists between the bulkhead and the upper coastal wetland line. Water depth, along the waterward side of the existing bulkhead, varies from 0.0' — 0.6', at normal low water, and 2.0'— 2.6', at normal high water. A few oysters can be found waterward of the bulkhead. Please see Attachment 3, for photos of the project area. Prior to the Applicant purchasing the property, the bulkhead was showing signs of failing. It is SEGFs belief that several factors, such as hurricane storm surge and wave action; heavy rain events that produce excessive amounts of stonnwater runoff, and the way the wall was constructed, contribute to the demise of the structure. The Applicant explored utilizing a "living shoreline" and a "wave attenuation wall". The existing floating platform prohibits the use of the living shoreline, as water depths are too shallow for the larger rocks, that would be used as the base. Observation of the wave attenuation wall, installed on the Quail Run Boating Facility property, appears to only slow down the erosion. The Applicant would like to prevent further erosion. Therefore, these alternatives were rejected, as they are not practicable. With that being said, the Applicant wishes to remove the failing bulkhead and install a new vinyl sheet pile bulkhead, which will be located 2' waterward of the existing bulkhead, and backfilling the area, with clean earthen soil. While the northern segment of the existing bulkhead terminates out in the coastal wetlands, the new would make a 90 degree turn, toward the upland, where it will terminate. The addition of the this 35' of wall will prevent tidal waters from getting into the area behind the new wall, which over time *Gbitu &detj&e the integrity of the structure. A mini -excavator, front end loader and pile driver will be used to conduct the work. The machinery will be kept on-site and within uplands, during the construction process. The proposed project will entail filling approximately 1,400 square feet of coastal wetlands and 320 square feet of public trust water. The impact is necessary to facilitate the construction of the new bulkhead and installing the wall anchors. Approximately 23 cubic yards, of clean earthen fill, will be placed below the normal high water line. Oysters will be relocated, prior to beginning work below normal high water. The work is anticipated to be undertaken between November 1 and May 31. As part of the CAMA Major Permit process, the Applicant is required to notify the adjacent riparian property owners, who are listed as Quail Woods Boating Facility (north) and Glenn and Carol Meyer (south). Each of these property owners have been notified of the proposed work, via US Postal Service Certified Mail (see Attachment 5). Additionally, the NC Department of Environmental Quality requires a $400.00 filing fee to review and process the application. That fee has been attached to this correspondence as Attachment 6.
