Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The site consists of a proposed sewer line easement that will run along the southeast side of Port Terminal Road, crossing under the road and running northwest to tie into an existing line. The corridor along the road is currently forested. A stream runs through a small portion of it and has adjacent wetlands. The area to the northwest is a mixture of fields and forest. 4b. Explain the purpose of the proposed project:* The purpose of the project is to serve future road frontage lots with sewer and to run sewer to the commercial corner lot at E. 10th Street and Port Terminal Road. One temporary wetland/stream impact is needed to install the line. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The applicant proposes to install approximately 1,500 LF of sewer main between 8" and 12" diameter. The sewer easement will be 15' wide along Port Terminal Road and then widen to 30' for the remainder of the corridor. The applicant will dig a trench within the easement and install the sewer main. Material removed from the trench will be stockpiled in adjacent upland areas within the easement. Once the pipe is installed, the trench will then be returned to pre -construction grades. Organic material removed from the trench will be returned to the top 12" and the area will be seeded. The wetland area within the easement will be allowed to revegetate. The NC Natural Heritage Program GIS layer was used to determine the presence of federally listed species. The West Indian Manatee, Neuse River Waterdog, and several other state -listed mussels and fish are known to occur within a one -mile radius of the site, likely within the Tar River, located approximately 0.5 mile north of the site. Appropriate habitat for these species does not exist within the site. Additionally, the site mostly supports hardwood trees and would not provide suitable habitat for the red -cockaded woodpecker. Finally, the white nose syndrome zone of the northern long- eared bat extends into Pitt County and removing trees may affect this species. But since no roosting trees or hibernacula are known to occur in the County, any tree clearing would be exempt per the species' 4(d) rule.
