Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The proposed impacts are unavoidable due to the site layout requirements for the subdivision in relation to the wetlands and streams on site. The wetland and stream system bisects the majority of the site from north to south, so there is no feasible opportunity to extend a road from the eastern to the western side of the site without crossing the wetland and stream. Two access roads are required for the site layout. All other wetlands and waters on site have been avoided and protected with upland buffers. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Impacts were minimized by crossing perpendicular to the wetland and stream. Additionally, impacts have been reduced by using headwalls at the road crossing. Please also note stream diversion details, showing the bypass pump, temporary coffer dam, and other erosion control measures to be taken. 2. Our overall site will have stormwater BMP facilities to capture/treat/control 1st of rainfall for water quality, volume control and peak discharge controls for larger storm events. We showed an outline of those facilities on overall site plan. All will be in compliance with NC stormwrater design manual and local Harrisburg ordinance. We will propose/implement LID techniques to deconcentrate, diffuse, spread, and turn it back to sheet flowthrough buffers as much as we can to an extent practical. For the culvert crossings, we propose 1' buried to provide that earth bottom for the fish/habitat. We also proposed keyed in riprap on the downstream side. G. Supplementary Information 1.
