On behalf of Mr. Lynwood Craig Daniel (owner and applicant) please find attached a
revised Preconstruction Notification application form and revised impact map for the
above referenced project. The attached PCN and impact map are intended to replace
those previously submitted on August 23, 2019. Through correspondence with Mr. James
Lastinger of the USACE it was determined that the small pond located in the northern
portion of the property was determined to be jurisdictional and therefore impacts to this
feature should be requested and depicted on the attached map.
The revised attached impact map also shows the reduction of wetland impacts by 0.032
acre located on the back of two residential lots. The revised map additional shows the
house building footprints on lots where wetlands exist. The map also includes language
discussing the installation of at least a 3 -foot tall black aluminum fence along the wetland
boundary within lots to prevent any future impacts by the future homeowners.
The resulting impact to the pond total 0.126 acre and will result primarily from the
installation of a residential road. Permanent wetland impacts will total 0.158 acre due to
lot fill. Temporary wetland impacts will total 0.016 acre resulting from the installation of a
sewer line that will connect to an existing line on the property. No riparian buffer impacts
or stream impacts are proposed.
Although permanent wetland impacts have been reduced, they still exceed 0.1 acre and
as such mitigation is proposed for the 0.158 -acre permanent impacts at a 2:1 ratio so that
0.306 wetland credits will be purchased from the Falling Creek Wetland and Stream
Mitigation Bank as previously proposed.

application. The Site is being considered for residential development. The +/- 30 -acre Site is a mix of forested land and
farmland. The forest canopy is mainly composed of hardwood species within the lower areas on -Site and Loblolly Pines
in the uplands. Surrounding properties are residential developments, wooded areas and agricultural properties.

The purpose of the proposed project is to construct a residential subdivision and associated utilities to meet the demand
for housing in this part of Wake County, NC.
3e. Describe the overall project in detail, including the type of equipment to be used:
The proposed project includes the construction of a residential subdivision with associated roads and utilities which will
connect to existing adjacent infrastructure in the area. The overall project consists of a single-family residential
subdivision with detached residential lots and construction of associated utilities. Primary access to the subdivision will
be provided from Terri Creek Road via Johnson Pond Road (the main subdivision access road). The proposed
subdivision includes two cul-de-sacs branching from the main subdivision road. One Stormwater Control Device (SCM)
is proposed to treat stormwater on-site. Proposed impacts from lot fill and utility installation will result in temporary and
permanent impacts to wetlands. Utilities for the proposed project will connect to existing utility lines adjacent to the
proposed project boundaries. Heavy equipment typically used for utility installation projects (e.g. back hoes, bull -dozers,
etc.) will be utilized.

in order to avoid streams and wetlands. Lots were made deeper in areas that abut wetlands to avoid additional lot fill.
Requested lot fill is for the building footprint and not for areas within the yards.

General techniques include the use of construction fencing to define the construction corridor and prevent any accidental
additional impacts. Silt fencing will be installed to provide additional protection from runoff. The wetland area within the
