Dear Mr. McKittrick:
The Division of Water Resources has received your July 1,2019 letter requesting rescission of
the subject NPDES permit,and staff have confirmed that discharge from the facility has ceased
and the permit is no longer required. Therefore,per your request,NPDES permit NC0005274 is
hereby rescinded,effective immediately.
The Division recognizes the December 27,2017 Purchase Contract between Lowell Investments
I,LLC and the City of Gastonia for the transfer of the Lowell Investments WWTP's nutrient
allocations to the City and will now act on the City's permit to effect the transfer.
