Please review this draft carefully to ensure thorough understanding of the requirements and conditions it contains. There are several changes from the existing permit, including the following: • As part of a limited data set, effluent sampling data for Copper and Bis (2-ethylhexyl) phthalate showed reasonable potential to violate Water Quality Standards. Therefore, quarterly effluent monitoring for Copper and Bis(2-ethylhexyl)phthalate have been added to the permit[See A. (1.)]. • Effluent sampling data for Zinc shows a predicted maximum effluent discharge concentration to be greater than 50% of the allowable concentration, therefore, quarterly effluent monitoring for Zinc has been added to the permit. Similarly, effluent sampling data for Total Chromium shows the maximum reported effluent concentration to be greater than 50%but less than the Chromium VI allowable discharge concentration, so quarterly effluent monitoring for Total Chromium has been added to the permit[See A. (1.)]. • Effluent quarterly monitoring for Total Hardness has been added to the permit as required by the implementation guidance for the new dissolved metal standards [See A. (1.)]. • Limits for ammonia-nitrogen have been reduced based on North Carolina's implementation of EPA's ammonia-nitrogen criteria in developing toxicity-based NH3-N allocations protective of North Carolina streams[See A. (1.)]. • Some of the wording has changed in Special Condition A. (2.),Chronic Toxicity Permit Limit;please review each paragraph carefully. . DEQ t .
