There are several changes from the existing permit, including the following: • As the facility is no longer treating contact cooling water, the oil and grease limit and monitoring requirements have been removed from the permit [See A.(1.)]. • As Outfalls 002, 003 and 004 are no longer in use, authorization to discharge to these outfalls has been removed from the permit. As a result, Special Condition A.(2.)has also been removed from the permit. • As the facility is a Minor facility and no longer discharges complex wastewater, Special Condition A.(3.)Acute Toxicity Monitoring has been removed from the permit. • As the facility is no longer treating contact cooling water or process water, Special Condition A.(4.)Process Water Estimate Outfall 001 has been removed from the permit. • Because the facility only uses chlorine for disinfection as a backup in the case their UV system fails, effluent limitation and monitoring requirements for Total Residual Chlorine apply only when chlorine is used [See A.(1.)]. • Federal regulations require electronic submittal of all discharge monitoring reports (DMRs) and program reports. The requirement to continue reporting discharge monitoring data electronically using the NC DWR's Electronic Discharge Monitoring Report(eDMR) interne application has been added to your NPDES permit [See A.(10.)]. • Parameter codes have been added to the Effluent Limitations and Monitoring Requirements [ See A.(1.)]. • Regulatory citations have been added to the permit. Electronic Submissions In accordance with 40 CFR 122.41(1)(9),the permittee must identify the initial recipient at the time of each electronic submission. The permittee should use the EPA's website resources to identify the initial recipient for the electronic submission. Initial recipient of electronic NPDES information from NPDES-regulated facilities means the entity(EPA or the state authorized by EPA to implement the NPDES program)that is the designated entity for receiving electronic NPDES data [see 40 CFR 127.2(b)]. % i EPA plans to establish a website that will also link to the appropriate electronic reporting tool for each type of electronic submission and for each state.
