HomeMy WebLinkAboutRoxboro Proposed Permanent Water Solution_20161118Permanent Water Supply Proposal to DEQ - Roxboro Roxboro Steam Station Person County 91 eligible households Duke Energy has evaluated the feasibility and costs of providing a permanent replacement water supply to eligible households, as required under G.S. 130A-309.21 1 (cl) of House Bill 630. Households were designated as "eligible" if any portion of a parcel of land crossed the mile compliance buffer described in HB630 and if the household currently utilized well water or bottled water (under Duke Energy's bottled water program) as the drinking water source. Although HB630 indicates that households are to be covered, Duke Energy has included one (1) school and one (1) business as eligible locations. Undeveloped parcels were identified but were not considered "eligible" because groundwater wells are not currently utilized as a drinking source. Dewberry, a respected outside vendor, conducted the Potable Water Programmatic Evaluation (attached); the evaluation consisted of a survey of eligible households and a preliminary engineering evaluation, cost estimate and schedule. Dewberry's report, for the most part, assumes one metered connection per parcel; therefore, multiple homes may be serviced by one connection. The total count in this proposed plan includes all final connections. During their evaluation, Dewberry recommended that seven (7) of the eligible households be excluded from the municipal water line evaluation. In order to connect those households, the public water supply line would require crossing the plant intake canal and a railroad, both of which would be technically complicated, time consuming and costly. These seven homes were excluded from the Dewberry cost estimate. The closest existing City of Roxboro municipal line is located near the intersection of Chub Lake Road and Country Club Lane. The closest household is located on Concord Ceffo Road and is approximately 19,160 feet (3.6 miles) from the current line. The furthest household along the southern route is located on Semora Road and is approximately 33,000 feet (6.3 miles) from the current line. The furthest household along the northern route is located on McGhees Mill Road and is approximately 29,000 feet (5.5 miles) from the current line. Since system pressure may be of concern during fire flow, Dewberry included an elevated storage tank in the cost estimate. Although automatic flushing hydrants are planned along the route to assist in maintaining water quality and water disinfection, the City of Roxboro indicated that they had water quality concerns related to residual disinfection concentration and disinfection by-product formation. The estimated cost to provide a municipal line to the 84 households is $10,980,000 or $131,000 per household. The Dewberry evaluation includes a project schedule based on their past experience installing public water systems. The preliminary project schedule indicates that a public water supply could be available through the City of Roxboro by September 2019, which does not meet the October 2018 deadline. ,& DUKE ENERGY: Permanent Water Supply Proposal to DEQ - Roxboro Due to the excessively long pipeline required for the City of Roxboro to serve the eligible households, Dewberry also evaluated the installation of a new community well system outside the'/2 mile compliance boundary. The preliminary design, based upon hydrogeologic information provided by SynTerra, assumes that four wells at 250 feet deep would be able to service the eligible households. If this option were to be chosen, a private well supplier would need to be identified and a test well would be installed to confirm water quality and well capacity. The estimated cost to provide a community well system and lines to the 84 households is $5,140,000 or $61,000 per household. The Dewberry evaluation includes a project schedule based on their past experience installing community well systems. The preliminary project schedule indicates that a community well system could be available by August 2018, which meets the October 2018 deadline. Based on the results of the Dewberry evaluation of both the municipal water line and the community well system, the concerns over water line pressure and the additional disinfection needed, the uncertainty over groundwater quality and well capacity, and the overall construction costs, Duke Energy proposes that all 91 households be offered a water treatment system. The performance standard for the public water system is the Federal MCLs. The performance standard for the water treatment system is also the Federal MCLs except for those constituents identified in 2015 as having potential health concerns: arsenic, hexavalent chromium, cobalt, iron, lead, manganese, sulfate and vanadium. For these constituents, the performance standard will be either one-half of the MCL or the appropriate state standard, whichever is more protective. Duke Energy is currently evaluating an ion filtration treatment system; this system has been successfully installed in other parts of the state, and initial results show it performs well in reducing vanadium and hexavalent chromium, among other constituents. The costs shown below are for a conceptual ion filtration treatment system. The final water treatment system will be based upon the results of field studies. Duke Energy has made efforts to identify all eligible households, but it is anticipated that a nominal number of additional households will be identified during the initial outreach effort conducted upon approval of this plan by NCDEQ. If the final number of households results in a conclusion different than those stated in this preliminary plan, Duke Energy will revise and submit the new plan to NCDEQ for evaluation and approval. Well owners will be responsible for making the decision for their parcels. To address the provisions of House Bill 63o, Dewberry performed this Phase II preliminary engineering evaluation to supply potable water to residents within a 1/2 mile of the compliance boundary. Preparation of this report is intended to comply with the House Bill 63o requirement to make a report submittal to the North Carolina Department of Environmental Quality (DEQ) by December 15, 2016. For this study, Dewberry evaluated two alternative potable water supplies: 1. Municipal potable water from the City of Roxboro and 2. Installation of new community well water system with wells located outside of the 1/2 mile buffer The new community well water supply option was evaluated due to the excessively long pipeline (approximately 10 miles) required from Roxboro to serve the Steam Station area. On August 18, 2016 a project review meeting was held at the Duke Energy Line and Service Operations Center in Roxboro, NC. Representatives from Duke Energy, Dewberry, and the City of Roxboro attended the meeting. Detailed Phase II mapping was developed using Person County, NC property maps that show each household in the 1/2 mile compliance buffer. Dewberry visually observed the households shown on the Phase II mapping on August 12, 2016. A household database was developed using Person County, NC tax records tied to the GIS shape file which identifies the property owner and the address for each household within the 1/2 mile compliance buffer. Based on our site observations and the Phase II mapping, it appears to be technically feasible to install the potable water main in the public road right of way or along private roads using conventional construction methods. Rock outcroppings were noticed and rock excavation is accounted for in this evaluation. Additionally, due to the overall length of the municipal water main option a community well water system was evaluated. The community well water system includes wells, treatment, and distribution. A schedule was prepared in part to show milestone dates needed to comply with House Bill 630 which states the following: • Report submittal to the North Carolina DEQ no later than December 15, 2016. • DEQ renders a final decision to approve or disapprove the report no later than January 15, 2017. • Permanent replacement water supplies are provided no later than October 15, 2018. If each of the scheduled milestone dates are met, the schedule indicates that project completion can occur in September of 2019 and August of 2018 for the municipal potable water connection and the community well water system, respectively. Dewberry Duke Energy ; Roxboro Steam Station Phase 11 Potable Water Programmatic Evaluation 2 An opinion of probable cost was developed to provide potable water connection to 84 households within the 1/2 mile compliance buffer. The 84 households are served from 82 water line connections as multiple parcels have more than one household per connection. The City of Roxboro has water quality concerns related to residual disinfection concentration and disinfection by-product formation. Additionally, in order to serve a small group of households and one commercial site directly north of the Steam Station along Shore Road, it will be necessary to construct a deep bore and jack to cross the railroad and a bridge crossing over the plant intake canal. Due to these physical conflicts, associated costs, and anticipated water quality degradation at the Roxboro system extremities, this report recommends installation of individual filter systems for the seven connections along Shore Road. This report provides additional detail on the Project Approach, Basis of Design, and Site Analysis. Phase II mapping is provided in Appendix A. The household database is provided in Appendix B. The projected schedules are provided in Appendix C, the Opinions of Probable Cost are provided in Appendix D, and the Community Well Water System Basis of Design and Block Flow Diagram are provided in Appendix E. Dewberry Duke Energy ; Roxboro Steam Station Phase 11 Potable Water Programmatic Evaluation 3 1. Introduction and Project Approach PROJECT INTRODUCTION During the Phase I programmatic potable water evaluation desktop study, concept level mapping was developed showing the Roxboro Steam Station location, the potential potable water tie-in location, and potential pipe routing to residents within a 1/2 mile of the compliance boundary. We used the Phase I mapping to develop a concept level cost estimate with a 40% contingency. During this Phase II evaluation sufficient preliminary design work has been performed to prepare a cost estimate with a 25% contingency. This Phase II evaluation is structured to comply with the requirements of North Carolina House Bill 630: Section 13oA- 309.211.(ci), which requires provision of permanent water supply for each household that has a drinking water supply well located within a 1/2 mile radius from the established compliance boundary of a coal combustion residuals impoundment, and is not separated from the impoundment by the mainstem of a river, or other body of water that would prevent the migration of contaminants through groundwater from the impoundment to a well. Preparation of this report is intended to comply with the House Bill 63o requirement to make a report submittal to the North Carolina Department of Environmental Quality (DEQ) by December 15, 2016. Using publicly available information, Dewberry evaluated the following criteria to perform the Phase II Roxboro Steam Station preliminary engineering study: • Identified public road right-of-way widths and ownership along the pipe route • Evaluated feasibility to install the proposed water main within the unpaved shoulder of an NC DOT roadway • Documented approximate location of U.S. waters, including possible wetlands shown in the U.S. Fish & Wildlife Service National Wetlands Inventory (as applicable) • Identified potential jurisdictional and permitting authorities to establish permitting needs • Estimated potential easement acquisition areas (estimated square footage and number of parcels affected) • Evaluated potential conflicts with known existing utilities • Estimated the pipeline length and pipe diameter(s) for the water main and the individual service lines • Evaluated the potential need for a water booster pump station or elevated tank to sustain adequate water pressure • Evaluated the water age and potential need for supplemental disinfection • Evaluated the potential need/requirement for fire hydrants and hydrant quantity • Evaluated potential construction methods and challenges • Evaluated potential municipal water system future improvements based on published Capital Improvement Plan (CIP) or published Master Plan Dewberry Duke Energy ; Roxboro Steam Station Phase 11 Potable Water Programmatic Evaluation 4 PROJECT APPROACH Municipal Potable Water Project Approach Dewberry contacted the Duke Energy Community Relations District Manager to discuss the information needed to execute the Phase II evaluations, and to arrange for a subsequent meeting with the local water purveyor, the City of Roxboro. On August 18, 201.6 a project review meeting was held at the Duke Energy Line and Service Operations Center in Roxboro, NC to discuss execution of this Phase II preliminary evaluation and subsequent project execution. Representatives from Duke Energy, Dewberry, and the City of Roxboro attended the meeting. The primary purpose of the meeting was to confirm the water distribution system tie-in location, system pressure, pipe size, water quality at the tie -location, capacity limitations, and whether there are future planned water system projects that could impact the Phase II evaluation. Dewberry also inquired as to whether any households within a 1/2 mile of the compliance boundary were presently being served by municipal potable water. Following the meeting, Dewberry performed a drive -by observation of the potable water pipe route. During Phase I Dewberry obtained municipality mapping of the potable water distribution system and then developed draft maps showing the Roxboro Steam Station, the respective potable water distribution system tie-in location, and the water main pipe routing. We used the Duke Energy Drinking Water Receptor Surveys for Coal-fired Power Stations developed in 2014 to show compliance boundaries and the water supply wells within a 1/2 mile of the compliance boundary. The maps were prepared using GIS as the native software. During Phase II we developed more detailed municipal potable water mapping based on Person County, NC property maps to identify property owners, property parcels, and household addresses within the 1/2 mile compliance buffer. For the Phase II analysis property parcels that were wholly or partly within the compliance buffer were included in the evaluation. These maps show the water distribution system from the City of Roxboro tie-in location to the households within the buffer. Using the Phase II mapping a database of property owners and household locations was developed. We also prepared a municipal potable water project schedule. Dewberry then developed an opinion of probable cost for the installation of piping infrastructure to the municipal potable water tie-in location. We used vendor budgetary costs for the primary capital equipment and used cost factors to estimate the installation costs. We did not obtain contractor installation cost estimates for this evaluation. Dewberry reviewed the cost data with Duke Energy to obtain concurrence on the methodology and the allowances applied. Community Well Water System Project Approach Per direction from Duke Energy, Dewberry worked with SynTerra Corporation (SynTerra) to identify a water supply well site location, an estimate of the well yield, well depth, and well installation cost. Dewberry then performed a water quality basis of design analysis as a mechanism to project the groundwater treatment requirements. We developed Phase II detailed community well water system mapping showing the proposed well location and the water distribution system to serve the households within the 1/2 mile compliance buffer. We used Person County, NC property maps to identify property owners, property parcels, and household addresses within the 1/2 mile compliance buffer. For the Phase II analysis property parcels that were wholly or partly within the compliance buffer were included in the evaluation. The property owner database is the same for the municipal potable water and the community well water system. We also prepared a community well water system project schedule. Dewberry Duke Energy ; Roxboro Steam Station Phase 11 Potable Water Programmatic Evaluation 5 Dewberry then developed an opinion of probable cost for the installation of a new community well water system, which includes water supply wells, water treatment infrastructure, and the distribution system. We used vendor budgetary costs for the primary capital equipment and used cost factors to estimate the installation costs. We did not obtain contractor installation cost estimates for this evaluation. Dewberry discussed the design and construction standards with Aqua North Carolina, a private water supply company, to ascertain the overall magnitude and feasibility of development. Dewberry Duke Energy ; Roxboro Steam Station Phase 11 Potable Water Programmatic Evaluation 6 2. Phase II Basis of Design The purpose of this section is to document basis of design assumptions that were used to prepare the Roxboro Steam Station mapping, opinion of probable cost, and schedule for the municipal potable water supply and the community well water system. 2.1 POTABLE WATER CONNECTION MAPPING Key assumptions for the municipal potable water and the community well water system mapping are as follows: Potable water piping is routed along state roads and may use municipality/county existing easements, where possible. Water service line piping for both options will require private easements in four locations. Six households and one industry located north of the Roxboro Steam Station are proposed to receive individual filtration systems. Power transmission line easements will not be used for installation of the potable water piping. 2.2 MUNICIPAL POTABLE WATER CONNECTION OPINION OF PROBABLE COST Key assumptions for the municipal potable water connection cost estimate are as follows: Item 1 on the municipal potable water cost estimate shows 8 inch Ductile Iron for the potable water main pipe. The 8 inch diameter is considered a conservative pipe size to meet the water demand of the households within the compliance buffer and complies with the City of Roxboro standards. The City of Roxboro municipal water system design standards require fire hydrants be installed. Items 1 through 7 on the cost estimate show material cost for the piping, valves, and associated fittings. The sum of Items 1 through 7 is shown as a separate line item. A 30% cost factor is then applied to the summed value to estimate the cost to install the pipe, valves, and fittings. The cost estimate quantities are based on the Roxboro Steam Station mapping and assumptions stated on the cost estimate. The unit costs are based upon vendor budgetary costs and cost data we have from recent similar projects. • Items 23 and 24 on the cost estimate indicates there are 76 potable water connections with 3/4 inch service taps close to the proposed water main connection and 6 potable water connections with 2 inch service taps for service connections exceeding 1,000 feet or parcels with multiple connections. • The number of household connections shown in the cost estimate is based upon the Person County, NC property maps, drive -by observations, and from exclusion of seven connections to be served with individual filtration systems. Items 8 through 19 and items 23 through 27 are installed cost, so a 30% installation cost factor was not applied. Items 20 through 22 are material cost, so a 30% installation cost factor was applied. Items 1 through 27 are summed and shown as a SUBTOTAL. Cost factors are then applied to the SUBTOTAL to estimate the balance of the project costs. We have applied a 25% contingency which is deemed consistent with a preliminary engineering evaluation. Additional assumptions that Dewberry used to prepare the cost estimates are provided as foot notes on the cost estimate Table. Contractor General Conditions are included for the duration of on -site construction phase activities. Easement acquisition includes the cost to compensate land owners for water or service lines extended down private roads and/or across private property. Dewberry Duke Energy ; Roxboro Steam Station Phase 11 Potable Water Programmatic Evaluation 7 2.3 COMMUNITY WELL WATER SYSTEM OPINION OF PROBABLE COST Key assumptions for the community well water system cost estimate are as follows: Item 1 on the community well water system cost estimate shows 6 inch PVC for the potable water main pipe. The 6 inch diameter is considered a conservative pipe size to meet the water demand of the households within the compliance buffer and complies with private utility design standards provided by Aqua North Carolina (Aqua). The Aqua design standards are deemed representative of private utilities operating in North Carolina. An allowance for fire hydrant installation is not included as that is not required for private utility potable service. Items 1 through 7 on the cost estimate show material cost for the piping, valves, and associated fittings. The sum of Items 1 through 7 is shown as a separate line item. A 30% cost factor is then applied to the summed value to estimate the cost to install the pipe, valves, and fittings. The cost estimate quantities are based on the community well water system Phase II mapping and assumptions stated on the cost estimate. The unit costs are based upon vendor budgetary costs and cost data we have from recent similar projects. Items 18 through 27 provide allowances for four water supply wells, water treatment for iron and manganese removal, a hydropneumatic tank and related infrastructure. These items comply with private utility design standards. Item 27 provides an allowance for power supply at the well system site. Power would be required for the well pumps, treatment pumps, and basic lighting and mechanical requirements for the treatment building. This allowance is also intended to cover telemetry and controls for the system. Items 31 and 32 on the cost estimate indicates there are 76 potable water connections with 3/4 inch service taps and 6 potable water connections with 2 inch service taps. The number of household connections shown in the cost estimate is based upon the Person County, NC property maps, drive -by observations, and from exclusion of seven households that are proposed to be served with individual filtration systems. Items 8 through 27 and items 31 through 35 are installed cost, so a 30% installation cost factor was not applied. Items 28 through 3o are material cost, so a 30% installation cost factor was applied. Items i through 35 are summed and shown as a SUBTOTAL. Cost factors are then applied to the SUBTOTAL to estimate the balance of the project costs. We have applied a 25% contingency which is deemed consistent with a preliminary engineering evaluation. Easement acquisition includes the cost to compensate land owners for water or service lines extended down private roads and/or across private property. 2.4 COMMUNITY WELL WATER QUALITY BASIS OF DESIGN Dewberry reviewed existing groundwater quality data and compared it to the finished water requirements in the North Carolina Rules Governing Public Water Systems to project the groundwater treatment requirements for the proposed community well water system. The results are summarized in a basis of design memorandum submitted to Duke Energy on October 10, 2016 (Appendix E). The memorandum concludes that an allocation in the cost estimate should be included for iron and manganese groundwater treatment. The memorandum also states that the actual treatment requirements are not known at this time and can be established by installing a test well at the well site location. Dewberry Duke Energy ; Roxboro Steam Station Phase 11 Potable Water Programmatic Evaluation 8 3. Site Analysis 3.1 MUNICIPAL POTABLE WATER: STATION MAPPING AND HOUSEHOLD DATA The municipal potable water Phase II overall map in Appendix A.1 shows the proposed tie-in location to the existing City of Roxboro potable water supply system, indicating that over io miles (~54,000 LF) of new potable water piping is required to serve households within the 1/2 mile compliance buffer. The City of Roxboro would manage and own the water supply, operations and maintenance (O&M), and metering/billing of water use for the new potable well water system and service connections. The Phase II Site map and sheets in Appendix A.i were prepared by overlaying Person County property maps onto the compliance boundaries detailed in the Duke Energy Drinking Water Receptor Surveys for Coal-fired Power Stations developed in 2014. The Appendix A.1 Site map shows the 1/2 mile compliance buffer and 28 rectangular sheet map sections. These 28 sheets illustrate the water main route, individual households, and household service line connections within the 1/2 mile compliance buffer. During the August 12, 2oi6 drive -by, Dewberry visually observed households shown in the Appendix A.1 sheet mapping. The proposed water line will be into the vicinity of the Steam Station from the tie-in point on Sheet 18. The database in Appendix B was created from the Person County, NC tax records tied to the GIS shape file which identifies the property owner and the address for each household within the 1/2 mile compliance buffer, including parcels of land with no residents (empty lot). The parcel data listed on the spreadsheets also includes Parcel ID, Land Use, Easement Requirement, and anticipated Water Demand for each property. Engineering judgment was utilized in cases where homes were located out of sight from the road and/or multiple structures could be seen during an aerial review. Review of the mapping from Appendix A.1 allowed for estimates of the required private easement areas around the Roxboro Steam Station. The potable water main proposed to serve residents around the Roxboro Steam Station will require private easement acquisition along four service line extensions. Standard municipal easement guidelines were followed around the Roxboro Steam Station, which includes multiplying the length of the water main or service line on private property by 20 feet to obtain the area. The area was then multiplied by 50% of the average land value (per acre) as indicated by public tax assessment for properties around the Roxboro Steam Station, providing an estimate of the easement cost. Temporary easements were not included in the calculation. 3.2 MUNICIPAL POTABLE WATER: FIELD OBSERVATIONS As shown in Appendix A.1, the water main piping will be installed along state roads, where possible. During the August 12, 2016 drive -by Dewberry noticed several areas where large boulders and rock outcroppings exist in the vicinity of the water main routes. We have included an allowance for rock excavation within the schedule and cost estimate. Based on observations in the drive -by as well as the Phase II mapping, it appears to be technically feasible to install the potable water main in the public road right of way or along the side of the private roads using conventional construction methods, such as an open trench with pipe bedding material. Approximately 12 water main road crossings and 31 service line road crossings will be required. Road crossings will be performed by subsurface boring to avoid open road cuts, and traffic impacts. It should be noted that the crossing count could be modified based upon final design and which side of the road the water main is installed. Dewberry- Duke Energy ; Roxboro Steam Station Phase 11 Potable Water Programmatic Evaluation 9 Dewberry observed two major water crossings as summarized below: • Bridge crossing on Shore Road over the power plant intake water canal. The bridge is approximately too feet above the waterway shown on sheet 26. • Bridge crossing on McGhee's Mill Road near intersection with Chubb Lake Road. The bridge sits at least 15 feet above Chubb Lake shown on sheet 16. The bridge crossing on Shore Road has significant constructability, cost, and schedule impacts to serve a small number of connections; therefore the seven connections beyond the canal are proposed to receive individual filtration systems. The bridge crossing on McGhee's Mill Road crosses a wetland per USGS mapping and USFWS inventory. Dewberry proposes to install the water main via horizontal directional drill underneath the wetlands to minimize impacts. Dewberry observed one railroad crossing on McGhee's Mill Road near the intersection with Shore Road shown on sheet 25. There is an existing traffic bridge constructed approximately 30 feet above the railroad. This bridge crossing has significant constructability, cost, and schedule impacts to serve a small number of connections; therefore the seven connections beyond the canal are proposed to receive individual filtration systems. During the drive -by Dewberry did not observe other potential conflicts with known existing utilities. At present the 91 (including those recommended for individual filtration systems) households within the 1/2 mile radius compliance buffer do not have public water or sewer. Natural gas main and fiber optic markers were not observed during the drive -by, but are typically located within the state road right of way and are typically smaller in diameter than water piping, therefore the potential impact on construction is not deemed significant. Aboveground electric was observed and is not considered an impediment to water main installation. Dewberry observed the public road right-of-way widths and evaluated the feasibility to install the proposed water main within the unpaved shoulder of NC DOT roadway. In areas that we could not determine right of way status (public or not) or areas where private property may have been constructed on right-of-ways, we either provided an allowance for an easement, or the construction impact is accounted for in the cost estimate as a renovation allowance. 3.3 MUNICIPAL POTABLE WATER: OTHER CONSIDERATIONS The City of Roxboro operates a relatively large water system throughout Person County, managing the water supply, and meter/bill for water use. The City of Roxboro sources their water from City Lake and Lake Roxboro. The City of Roxboro estimates the pressure in the system at the proposed tie-in location ranges from 50-6o psi. The City has confirmed they have adequate supply capacity to serve the residents around the Roxboro Steam Station. Therefore based on this preliminary information, the capacity is deemed adequate to serve the 84 households in the 1/2 mile compliance buffer. Based upon USGS topographic mapping, the tie-in location elevation is approximately 530 feet above mean sea level (amsl), and the water main route varies from a low elevation of approximately 48o feet amsl to a high elevation of approximately 630 feet amsl. The required static lift of approximately too feet (530 to 63o amsl) corresponds to a static pressure of approximately 40 psi. The pipe friction pressure loss during normal flow conditions is not deemed significant, however the pipe friction pressure loss during fire flow conditions is deemed significant. Since the pressure at the tie-in location is 50-6o psi and the pressure loss will exceed 40 psi, an increase in system pressure is recommended. Therefore an allowance for an elevated tank is included in the cost estimate. The cost of land for the proposed elevated tank is not included in the estimate of probable cost, as the tank site has not been selected. Dewberry Duke Energy Roxboro Steam Station Phase 11 Potable Water Programmatic Evaluation 10 The City of Roxboro estimates the water age at the proposed tie-in location to be less than 0.5 days. However, the water age at the compliance buffer point of use will be significantly higher due to the long pipeline and low demand. The estimated demand Of 44,000 gpd for the 84 households in the proposed service area yields an approximate overall water age of approximately 7 to 8 days. Water age above 5 days typically exhibits reduced disinfection residual concentration and increased potential for Disinfection Byproduct (DBP) formation. In order to reduce water age, automatic flushing hydrants are planned along the route. The flushing hydrants are part of Roxboro's normal water system infrastructure and normal operational protocol. These flushing hydrants will help maintain water quality and water disinfection residuals along the route. For this application, the City of Roxboro has expressed water quality concerns related to DBP compliance despite the flushing protocol. 3.4 COMMUNITY WELL WATER SYSTEM: STATION MAPPING AND HOUSEHOLD DATA The community well water system Phase II overall map in Appendix A.2 shows that the new water distribution system from the well head to the households within the 1/2 mile compliance buffer is approximately 5 miles (-25,000 LF). The community well water system would likely be owned by a private utility that would manage and own the water supply infrastructure, O&M, and metering/billing of water use for households served in the compliance buffer. The Phase II Site map and sheets in Appendix A.2 were prepared by overlaying Person County property maps onto the compliance boundaries detailed in the Duke Energy Drinking Water Receptor Surveys for Coal-fired Power Stations developed in 2014. The Appendix A.2 Site map shows the 1/2 mile compliance buffer and 22 rectangular sheet map sections. These 22 sheets illustrate the water supply well location, water main route, individual households, and household service line connections within the 1/2 mile compliance buffer. During the August 12, 2016 drive -by, Dewberry visually observed households shown in the Appendix A.2 mapping. The household database in Appendix B was created as stated in Section 3.1 of this report and is the same for the community well water system. The private easement allocation was calculated as stated in Section 3.1 of this report. The community water main will require private easement acquisition along four service line extensions. 3.5 COMMUNITY WELL WATER SYSTEM: FIELD OBSERVATIONS The field observations for the community well option are the same as those stated in Section 3.2 with two exceptions. The proposed water line needed to serve the 84 households around the Steam Station would not extend southeasterly down McGhees Mill Road, therefore the bridge crossing near the intersection with Chubb Lake Road is not included. Additionally, the well site will require a driveway off the main road (McGhee's Mill Road). Sheet 16 of the Phase II community well water system mapping (Appendix A.2) shows the proposed well site location which is on Duke Energy property adjacent to and north of a power transmission line. It appears that there is adequate space for installation of the potable water line and a service access road on the south side of the power line right of way. It is assumed that a perpendicular crossing of the power line right of way can be approved within Duke Energy. The proposed well system area will require surveying for subdivision and will ultimately be deeded to the private water supplier. Dewberry Duke Energy Roxboro Steam Station Phase 11 Potable Water Programmatic Evaluation 11 3.6 COMMUNITY WELL WATER SYSTEM: OTHER CONSIDERATIONS The preliminary design for the well system is based on information provided by SynTerra, a hydrogeology firm recommended by Duke Energy that is familiar with groundwater characteristics in the area and with local drillers. SynTerra roughly estimates that a six inch well advanced to a depth of 250 feet will have a yield of approximately 8 to io gallons per minute. Therefore four wells would likely be required to meet the estimated demand 44,000 gallons per day for the proposed service population. The well layout shown on Sheet 16 is based on an assumed minimum well spacing of ioo feet. For purposes of preliminary well pump sizing, the static water level was assumed to be 50 feet below grade, and that the well pumps would create a drawdown Of 35 feet. Wells would be cased in Schedule 8o PVC and well pumps would be submersible. Preliminary pump sizing is based on providing 6o psi at the hydropneumatic tank, plus losses through the treatment system and the static lift required under drawdown conditions. As discussed previously in Section 2.4 and Appendix E, groundwater treatment for iron (Fe) and manganese (Mn) would likely be required to meet water quality requirements and is included in this Phase II evaluation. An Fe/Mn treatment system utilizes an oxidizing granular media filter (greensand or similar) which causes precipitation of the iron and manganese and removal by physical filtration. We assume that the oxidizing capacity for the filters will be provided by the sodium hypochlorite used for disinfection of the water supply. This means that additional processes are not required for regeneration of the media. The filters must be backwashed periodically to remove the iron and manganese solids captured on the filter. Backwash water is directed to a tank where solids are settled out by gravity and a portion of the backwash water can then be recycled to the treatment system. Settled sludge is transferred to a sludge holding tank where it is accumulated for periodic disposal off site. Treated water is directed to a hydropneumatic tank. This tank provides storage to manage peak demand and maintains system pressure. A block flow diagram of the proposed well and treatment system is shown in Appendix E. As discussed in the water quality basis of design memorandum, a test well is recommended to confirm well capacity and water quality prior to final design of the well pumps and treatment system. The test well results can impact the number of wells installed, the well depth, well size, and the treatment system. If Duke Energy desires, the test well can eventually become one of the final production wells. Dewberry Duke Energy Roxboro Steam Station Phase 11 Potable Water Programmatic Evaluation 12 4. Regulatory Permitting The municipal potable water and community well water system designs will be required to adhere to requirements of the following agencies and permitting authorities. Each permit will require a separate set of documentation and will be submitted individually to the respective permitting agency. The timeline for submittal and approval is presented in the Roxboro Steam Station Potable Water Schedules detailed in Appendix C. • NCDOT Right-of-way Encroachment Agreement, Primary and Secondary Roads • NCDEQ, Division of Land Quality, Erosion and Sedimentation Control Permit • NCDEQ, Division of Water Resource, Public Water Supply Permit • NCDEQ Water Quality Certification Pre Construction Notification* ( includes nationwide 12 permitting for wetland impacts) *Required for the Municipal Potable Water Option only Dewberry Duke Energy Roxboro Steam Station Phase 11 Potable Water Programmatic Evaluation 13 5. Schedule The Phase Il municipal potable water project schedule and the community well water system project schedule is provided in Appendix C. The schedules were prepared in part to show milestone dates needed to comply with House Bill 630 which states the following: • "No later than December 15, 2016 an impoundment owner shall submit information on permanent replacement water supplies proposed to be provided to each household" • "The Department shall evaluate information submitted by the impoundment owner and render a final decision to approve or disapprove the plan, including written findings of fact no later than January 15, 2017" • "As soon as practical, but no later than October 15, 2018 the owner of a coal combustion residual surface impoundment shall establish permanent replacement water supplies" The municipal potable water schedule (Appendix C.i) indicates DEQ report submittal on December 15, 2016 and DEQ approval by January 15, 2017. The schedule includes an initial 90 day negotiation period for development and execution of a Water Authority/Duke memorandum of understanding (MOU). The schedule is subject to change dependent upon the milestone dates for the MOU, the approval/comments from DEQ, and the resident input regarding permanent water supply choice. The balance of the municipal potable water schedule is deemed typical for a public sector design -bid -build water line improvement project and plans for all households to connect to public potable water. The schedule indicates an end date of September 2019 which does not meet the October 15, 2018 deadline. The community well water system schedule (Appendix C.2) indicates DEQ report submittal on December 15, 2016 and DEQ approval by January 15, 2017. The schedule includes an initial 90 day negotiation period for development and execution of a Private Utility/Duke memorandum of understanding (MOU). The schedule is subject to change dependent upon the milestone dates for the MOU, the approval/comments from DEQ, and the resident input regarding permanent water supply choice. The balance of the community well water system schedule is deemed typical for a privately executed design -build community well water system project and plans for all households to connect to public potable water. Opinion of Probable Cost The Phase II municipal potable water project opinion of probable cost and the community well water system project opinion of probable cost are provided in Appendix D. Each opinion of probable cost was prepared in accordance with the basis of design criteria in Section 2.2 of this report. The municipal potable water project (Appendix D.i) opinion of probable cost indicates that the total estimated construction cost is approximately $1o,98o,000, which equates to approximately $131,000 per household. A 25% contingency is included. The Phase II municipal potable water project opinion of probable cost includes individual allocations for the service connection lines and meters (items 20 through 27) that equates to approximately $8,00o per new connection. We arrived at that allocation as follows: For items 20 and 21 the service line lengths were measured for each household using the Phase II sheet mapping. Item 22 is for miscellaneous fittings associated with the service line connections. For items 23 and 24 the meter/meter box allowance was developed from vendor quotations and from recent bid tabulations for similar projects. Item 25 is for road crossings where the household to be served is on the opposite side of the road from the water main. Items 26 and 27 represent site costs associated with approximately 17,000 feet of new service line piping. The community well water s sy tem project (Appendix D.2) opinion of probable cost indicates that the total estimated construction cost is approximately $5,140,000, which equates to approximately $61,000 per household. A 25% contingency is included. (Dewberry) has performed a preliminary screening level evaluation of the technical feasibility to supply potable water to residents within one-half mile of the compliance boundary at the Roxboro Steam Station. The households within one-half mile of the compliance boundary at the Roxboro Steam Station are approximately 12 miles from the closest municipal water supply connection. Due to the length of potable water service pipeline that would be required, a community water system is being evaluated as an alternative to a municipal potable water connection. As an initial step in this evaluation, Dewberry has reviewed existing groundwater quality data and compared it to the North Carolina Rules Governing Public Water Systems for a community water system to project the water treatment requirements. This memorandum summarizes findings of the initial evaluation. Figure 1 shows the proposed well location for the new community water system. Groundwater data at this location is not available at this time, therefore the well data around the Roxboro Steam Station collected from "Original Data -Duke Request" spreadsheet dated March 15, 2016 was used as a representation of nearby groundwater quality. Dewberry calculated average, maximum, and standard deviation values for the 39 parameters in this data set. For data points with values below the detection limit, Dewberry used EPA's guideline on taking half the value for calculation purposes. The average and maximum values were used as the raw well water quality basis of design. The finished water quality requirements for a community water system were obtained from the North Carolina Administrative Code (NCAC) in Title 15A: 18C .1500 where contaminant levels are derived from EPA's Primary and Secondary Drinking Water Regulations. These regulations establish levels for the following inorganic contaminants in water supplied by a public water system: fluoride, asbestos, barium, cadmium, chromium, mercury, nitrate, nitrite, total nitrate & nitrite, selenium, antimony, beryllium, cyanide (as free cyanide), thallium, arsenic, lead, copper, iron, and manganese. The levels for lead and copper are based on the "Lead and Copper Rule" and are established as action levels (AL) or Maximum Contaminant Level Goals (MCLG) and are discussed in 40 CFR Paragraphs 141.80 through 141.91, which are adopted by reference into NCAC Title 15A: 18C .1507. The levels for iron and manganese are established as water quality requirements by NCAC Title 15A: 18C .1511 and .1512. The levels for other inorganic contaminants are established by NCAC Title 15A: 18C .1510 and summarized in a table in that section. These levels served as the finished water basis of design. The groundwater quality data was compared to the water quality requirements to determine whether additional treatment of the groundwater would be required. The results of this comparison are summarized in Table 1- Roxboro Community Well Water Quality Basis of Design, which provides water quality data for 20 water supply wells within the'/2 mile compliance buffer. Of the 39 parameters for which Memorandum 11 of 2 Dewberry MEMORANDUM there is data, three parameters have maximum concentrations above the community water system levels: iron, lead, and manganese. Three samples (15%) for iron, one sample (5%) for lead, and six samples (32%) for manganese are above the standards for community water systems. Manganese is the only parameter for which the average concentration is above the standard for a community water system. The "Original Data -Duke Request' spreadsheet dated March 15, 2016 does not contain data for the following inorganic parameters that have maximum contaminant levels (MCL) established by NCAC 15A: 18C .1500: asbestos, cyanide, fluoride, nitrate, and nitrite. In addition, the data set does not include data for regulated organic contaminants, microbiological contaminants, radioactive contaminants, or disinfection by products. The ground water data from the current analysis indicates that a community water system would need to include treatment for iron, manganese and lead to comply with Rules Governing Public Water Systems. Chemical dosing for disinfection would also be required for the water system. Since ground water data are not available at the preliminary well site location the actual treatment requirements are not presently known. To determine the treatment requirements a test well can be installed in the vicinity of the proposed community wells and samples can be collected and analyzed to characterize the ground water quality and verify the treatment requirements. This is typically performed prior to detail design. For the purpose of this evaluation, we recommend including treatment for iron and manganese removal, and for disinfection. Based on ground water quality of the 20 wells within the compliance buffer and ground water quality in the Person County area, there is a significant probability that iron and manganese removal will be required. The probability that lead removal will be required is less certain. Of the 20 wells within the compliance buffer 19 have lead concentrations of 2.4 pg/I or less, which is well below the MCL of 15 pg/I. One well (R08) has a lead concentration of 40.3 pg/l. Well R08 also has very high concentrations for calcium, magnesium, potassium, and sodium compared to the 19 other wells. Since R08 has ground water quality that is not representative of the other 19 wells, we recommend that treatment for lead not be included in this preliminary evaluation.
