Subject: DRAFT NPDES PERMIT NC0072133
Sunset Avenue WTP
Grade 1 PC WPCS [15A NCAC 08G .0306]
Nash County
Dear Ms. Small-Toney:
Enclosed with this letter is a copy of the draft permit for your facility. Please review the draft very
carefully to ensure thorough understanding of the conditions and requirements it contains. Your
permit is among several in the Tar Pamlico River Basin that the Division has targeted for expedited
renewal.
This draft contains the following changes from the existing permit:
• HUC and Stream Index #were added to outfall description on supplement to cover page
• Iron monitoring requirements were removed from the effluent characteristics table. There
is no longer an action level standard for iron.
• Manganese monitoring requirements were removed from the effluent characteristics table.
• Monitoring frequencies for TSS, TRC, turbidity, and pH were reduced according to
DWR's most recent permitting strategy for water treatment plants.
• A previous footnote citing the need to sample metals concurrent with WET testing has
been removed—this is no longer required.
• Quarterly monitoring requirements for aluminum were added to the effluent
characteristics table. This facility uses Alum in its water treatment process, which
necessitates monitoring discharge for presence of aluminum.
• Quarterly hardness monitoring and reporting has been added to the effluent
characteristics table. Effluent hardness sampling and instream hardness sampling is
being inserted into all permits with facilities monitoring for hardness-dependent
metals. Footnotes 4 and 5,which pertain to hardness monitoring, were added to the
effluent characteristics table.
• The language in section A.(3.) has been updated to be consistent with the
finalization of federal requirements for electronic reporting
• Regulatory citations for permit requirements have been added throughout the permit.
