OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 13 ADDITIONAL COMMENTS 1. All photos were taken by Lee Hill on March 8, 2016 2. The facility is owned managed and operated by Polk County. 3. Waste is transported from the transfer station to Union County Regional Landfill, Enoree, SC by KR Drenth Trucking, Inc. 4. The service area for the facility is Polk County. 5. The facility receives approximately 85 tons of waste per day. 6. The hours of operation of the facility are Monday through Friday, 8:00am to 4:30pm and Saturday, 8:00am to 4:00pm. 7. Facility signage has been changed to correctly reflect the current permit number. Records Review 8. The facility has two interconnected 2500 gallon leachate tanks for a total of 5000 gallons. Pumping records were reviewed. The last leachate pumping was approximately 1700 gallons on 02/23/2016 during facility cleaning. Operations inspection of Transfer Station (7504) 9. The damaged portion of the exterior wall of the receiving bay has been repaired. 10. No unacceptable waste was observed on the tipping floor during the inspection. 11. The interior walls of the tipping floor and receiving bay were cleaned on February 23, 2016. 12. Windblown material is being collected on a daily basis. Facility staff was observed cleaning up windblown material during the inspection. 13. A leachate wagon is being used to collect any leachate that is leaking from loaded trailers. The large amount of CRT televisions and electronics that were noted in the January 5, 2016 inspection report have been removed from the site and taken to for recycling. 15. On February 26, 2016, 23,660 lbs. of electronics were sent to GEEP Recycling. 16. Electronics are being stored in roll off containers. 17. The Broken fluorescent bulbs observed during the January 5, 2016 inspection have been removed and the area has been cleaned. 18. The electronic waste and florescent bulb collection area is being well managed. The facility is permitted to receive land clearing waste and wooden pallets constructed of unpainted and untreated natural wood. 20. Any unapproved material that is deposited in LCID treatment and processing area is removed by facility staff on a daily basis. 21. No objectionable odors were observed. The facility has both small type 1 and small type 3 permits 23. The facility has ceased operation of the small type 3 composting area. 24. The small type 1 composting area is permitted to receive yard waste, silvicultural waste, untreated and unpainted wood waste. 25. Material in the composting area has been moved from piles into windrows since the last inspection. 26. Some ponding water was observed around the windrows. Facility staff is currently working on drainage improvements in the composting area. Operations Inspection of the Used Oil Collection Area 27. Used oil collection is located to the east of the scale house. 28. The oil residue on the secondary containment unit has been cleaned and the crack in the secondary containment unit has been repaired that was noted in the January 5, 2016 inspection report. Residents are allowed to dump unpainted concrete, brick, concrete block, uncontaminated soil, rock and gravel at no charge. 31. Any unapproved material that is deposited in beneficial fill area is removed by facility staff on a daily basis.
