Mark Doggett - President 2124 Scalesville Road Summerfield, NC 27358 PARTICIPANTS: John Patrone, Environmental Senior Specialist - Solid Waste Section (SWS) STATUS OF PERMIT: Permit To Operate (PTO) issued December 10, 2015 PTO expiration date October 8, 2020 PURPOSE OF SITE VISIT: Update Inspection STATUS OF PAST NOTED VIOLATIONS: The following observed violation has been resolved: Per 15A NCAC 13B .0566(4), “Adequate soil cover shall be applied monthly, or when the active area reaches one acre in size, whichever occurs first.” The facility is in violation of 15A NCAC 13B .0566(4) in that Mr. Doggett stated that land clearing debris (LCD) along the working area side slope has been uncovered for more than a month. Mr. Doggett stated that the landfill is operated sporadically and that he will ensure employees know to place soil cover along the working area side slope. The facility has complied with 15A NCAC 13B .0566(4). The facility has adequately covered LCD along the working area side slope with soil. No LCD was visible at the landfill. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 OBSERVED VIOLATIONS: None ADDITIONAL COMMENTS On December 12, 2017, John Patrone conducted an update inspection of the Doggett Construction Company LCID Landfill on Bishop Road in Greensboro, Guilford County. 1. The facility is a land clearing and inert debris (LCID) landfill. 2. The facility is not open to the public. The landfill is used by the Doggett Construction Company, Inc. infrequently/when working in the area. 3. The facility is permitted to receive solid waste generated within Guilford and Randolph Counties. 4. The facility is permitted to receive land clearing waste, yard trash, untreated and unpainted wood, uncontaminated soil, inert debris, and (used) asphalt. 5. Per 15A NCAC 13B .0566(3), “Solid waste shall be restricted to the smallest area feasible and compacted as densely as practical into cells.” 6. Per 15A NCAC 13B .0566(4), “Adequate soil cover shall be applied monthly, or when the active area reaches one acre in size, whichever occurs first.” 7. The LCID landfill working face was adequately covered with soil. Uncovered LCID material was not observed. 8. Excavation, grading, and fill material side slopes shall not exceed three to one (3:1). 9. A ready supply of soil shall be available for cover material. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
